Collectively, Sergeant Todd Bunin, Officer Robert Norvis and Officer Raymond Ketchmark have provided 45 years of public service to the City of Fort Lauderdale and were recognized for their outstanding work on 101 separate occasions. Their commitment to our law enforcement profession was clearly evident on September 10, 2014 when they saved the life of Sergeant Franklin Foulks.
Sergeant Foulks collapsed while processing a prisoner in our Booking Facility. Within seconds, Sergeant Bunin noticed Sergeant Foulks was semiconscious. He quickly assessed Sergeant Foulks’ condition and recognized Sergeant Foulks was having a heart attack. Sergeant Bunin removed Sergeant Foulks’ shirt and police gear. Officer Norvis and Officer Ketchmark immediately assisted. Officer Norvis administered CPR to Sergeant Foulks while Officer Ketchmark utilized an Automated External Defibrillator (AED) to electronically evaluate and simulate Sergeant Foulk’s heart. Officer Ketchmark made direct contact with the responding Fire Rescue Units and provided updates on Sergeant Foulks’ condition.
Based on Fort Lauderdale Fire Rescue and Broward General Medical Center Staff’s evaluation, Sergeant Bunin, Officer Norvis and Officer Ketchmark’s immediate actions played a significant role in saving Sergeant Foulk’s life, and they are recognized as our 2015 Officers of the Year.
