JANUARY

TRAFFIC FATALITY

At approximately 3:58 AM on Saturday, January 02, 1999, Fort Lauderdale Police were dispatched to West Broward Blvd and Interstate 95 in reference to a traffic crash.

Traffic Homicide Investigator Jill Hirsch determined that the victim, a 59 year old white male Fort Lauderdale Sun-Sentinel newspaper vender, was sitting on the guard rail on the southeast corner of West Broward Blvd. and the entrance ramp to southbound Interstate 95.

A 1995 Gray Acura Integra 4-door was southbound on the exit ramp from southbound Interstate 95 and failed to negotiate the turn onto Broward Blvd. The vehicle drove straight across 6 lanes of traffic, onto the sidewalk and struck the victim.

The car and victim continued over an embankment towards the interstate and came to rest in some sea grapes trees.

The victim's leg was severed in the crash and he was pronounced dead at the scene. The driver of the Acura, Wayne Thompson, 29, of Miami, was taken to Broward General Medical Center for treatment.

Investigators had blood drawn from Thompson to determine if alcohol or drugs contributed to the crash. The name of the victim is not being released pending notification of next of kin.

The investigation continues and anyone who may have witnessed the crash or has any information that might help investigators is asked to call THI Jill Hirsch at 761-5753.

Subsequent to being released from the hospital Thompson was arrested on unrelated charges when he apparently created a disturbance.

ARREST MADE IN 1975 HOMICIDE CASE

The Fort Lauderdale Police Department has made an arrest in the 1975 Homicide of Annie Mae Johnson, Johnson was in her 60's. Clarence Lenard Mitchell, 8-1-55, was arrested Wednesday, January 6, 1999, in Jackson County, Florida, on a warrant charging him with First Degree Murder.

On August 28, 1975, the Fort Lauderdale Police Department responded to a reported sick person at 528 N.W. 6 Ave. Entry was made into the home where Ms. Johnson was found stabbed at least 70 times. Johnson had also been raped. All that witnesses could provide was a description of a young man fleeing the area in an alley. Mitchell was stopped, and questioned. While searching the area, another elderly female had told the officers that she was attacked a week earlier, and gave a description of her attacker. The description matched that of Mitchell, and Mitchell was identified by that victim, arrested, and charged with Burglary and Assault. Police still had no evidence or witnesses linking Mitchell to the Johnson Murder. Mitchell admitted knowing Johnson, but denied being involved in the Murder.

In 1996, Fort Lauderdale Police Detective John Curcio re-opened the cold case, and continued the investigation. DNA was found from the victim on slides taken during her autopsy. The suspect was located in Gadsen County, Florida, and a search warrant for DNA samples was obtained. In August of 1998, samples were taken from Mitchell. These samples were taken to the Broward County Sheriffs lab, and then to the Florida Department of Law Enforcement's lab for testing. The tests revealed that the DNA samples taken in 1975 matched the samples taken from Mitchell in August, 1998. On Monday January 4, 1999, a warrant was issued for Mitchell's arrest, and on Wednesday Mitchell was arrested.

HOMICIDE: SHEILA GRIFFIN

The Fort Lauderdale Police Department is investigating the death of Sheila Griffin, 10-24-54. Griffin was found in a vacant lot in the 1300 block of N.W. 2 St.

A male was walking through the lot when he noticed the body, walked a few blocks to the Fort Lauderdale Police Dept., and notified police. Officers responded and found the partially clothed body of a black female behind a large clump of bushes and an old downed tree. Detectives responded along with forensics to seal off and process the scene. At this time there are no suspects.

Griffin was identified and her next of kin notified. The Broward County Medical Examiners office will be conducting an autopsy to determine the cause of death.

CUSTODIAL ABDUCTION

The Fort Lauderdale Police Dept. is investigating a custodial abduction that occurred Monday, January 11, 1999, at 5:30 P.M.. Damian Davalos, 8-24-97, was staying with his great-grand mother, when his father Enrique Davalos, 7-22-75, took the child.

The child was temporarily placed with the great-grand mother after the state took custody from the father after "on going reports of domestic violence". The state was awarded custody on 11-23-98.

The father is described as a white male, 6'3'', 180 pounds, black hair, black eyes, last seen driving a 1995 red vehicle. Enrique has active warrants for his arrest, along with the charge of Parental Interference. The last know address for Enrique is in Plantation, however he is no longer there.

POLICE ARMED WITH MAPS

The Fort Lauderdale Police Dept. has a new tool to help locals, and tourists alike. Maps. Officers now have available to them a 5 x 8 map that they can give to the person, and easily outline directions, and locations. These maps are two sided with the City of Fort Lauderdale on one side, and Broward County on the other. The maps come in a pad of 75, and are available to the officers to carry with their paperwork. Officers are stopped regularly and asked for directions, and this is an easier, and more professional way to get everyone where they want to go.

Thanks to a local business, Atlantic Marketing Services, the costs to the Fort Lauderdale Police Dept. were kept to a minimum as Atlantic picked up the cost of the printing.

OFFICER INJURED IN TRAFFIC ACCIDENT

Fort Lauderdale Police Motor Officer Fred Ross was critically injured in traffic accident Tuesday, January 12, 1999, at approximately 7:45 P.M. Officer Ross was traveling west on N.E 4 Street, when he collided with a Mazda travelling south on N.E. 12 Ave. Officer Ross was transported to Broward General Medical Center with leg and internal injuries.

At this time Officer Ross is in critical, but stable condition. A blood drive has been organized for Officer Ross as he lost a lot of blood during surgery. The Bloodmobile will be at the Fort Lauderdale Police Dept., 1300 West Broward Blvd. on Thursday, January 14, 1999 from 10:00 A.M. to 5:00 P.M.

The investigation into the accident is still continuing--no charges have been filed.

The driver of the Mazda, Suzanne Gregory, was treated and released. A passenger in the car was not injured.

ARREST IN CUSTODIAL ABDUCTION

The Fort Lauderdale Police Dept. has charged Enrique Davalos, 7-22-75, with "Interfering with Custody" in the custodial abduction of his child. On Tuesday, January 12, 1999 Davalos forcibly took his son, Damian Davalos, 8-24-97, from the great-grand mother who had temporary custody of the child from the State.

Davalos turned himself in to Fort Lauderdale Police Detectives this afternoon on the advice of his attorney, but did not bring the child with him. Damian was left with other family members, and is safe according to Enrique, and the attorney.

ARMED ROBBERY

At approximately 1:30 PM Thursday, January 21, 1999, the Fort Lauderdale Police Department received a call of an armed robbery of a Lumas Fargo Co. driver. The driver was servicing an ATM machine at the First Union Bank at 800 NW 62 Street (Cypress Creek Road) when he was approached by two black males. Both suspects had their faces concealed. One subject displayed a handgun, the other a rifle. The perpetrators took the driver's gun and demanded the contents of the package he was loading in the ATM machine. The exact loss has not been determined. No one was injured. The black males fled in a grayish-green Mazda 626, which was subsequently located a few block away. The Mazda had been stolen earlier.

UPDATE ON OFFICER INVOLVED SHOOTING

The Fort Lauderdale Police Dept. has released the names of the officers, and the suspect involved in the Sunday night shooting at S.E. 17 St., and Cordova Rd.

The suspect is being identified as Rolando Ramos, 11-24-64, whose last known address is in Pembroke Pines. Ramos has an extensive criminal past including 15 felony arrests, 7 convictions, and 9 misdemeanor charges. Most of the felony charges were theft, and burglary related crimes. Ramos was a suspect in a Burglary of the Marriott Marina Hotel, 1881 S.E. 17 St., prior to the shooting.

The officers involved are Officer William McGarry and Officer Eugene McCoy.

McGarry was hired by Fort Lauderdale Police Department in 1982, and McCoy was hired in 1988. Both officers are on administrative leave as per department policy.

FEBRUARY

ARMED ROBBERY ARREST

The Fort Lauderdale Police Dept. has arrested 28 year old Lin Hill in reference to an armed robbery of the Wild Oats Market, 2501 E. Sunrise Blvd. Hill is an employee of the store, and after work on Sunday, January 31, 1999, Hill hid in a back storeroom, and waited for the store to close. At approximately 10:30 p.m. after closing, Hill wearing a ski mask, and armed with a shotgun, and a hand gun confronted the manager of the store, and demanded he open the safe. There were four employees of the store still inside at this time. Hill knew of only three. The fourth employee observed the robbery, and called police. Upon police arrival the employee fled the store, and gave arriving officers information of the robbery.

Officers quickly surrounded the store. A short time later Hill observed officers outside the business, and released the remaining three employees. Hill remained inside the store. S.W.A.T responded, and attempted to contact Hill. With no response after several hours, S.W.A.T. entered the store. At 3:40 a.m. Hill was taken into custody in a second floor office.

Hill was charged with: Armed Robbery, False Imprisonment (3 counts), and Resisting Arrest without Violence.

HOMICIDE INVESTIGATION

The Fort Lauderdale Police Department is investigating an apparent homicide at 701 N.W. 21 Terrace, #4. The body of a female was found inside the room at approximately 10:30 a.m. today by employees of the motel. The victim was in her mid 30's. Her identity and the cause of death are unknown at this time.

Detectives are attempting to identify the victim and notify the next of kin. As this information, or any additional information becomes available it will be released as soon as possible.

HOMICIDE VICTIM IDENTIFIED

The Fort Lauderdale Police Department has released the identity of the victim of the apparent homicide at 701 N.W. 21 Terrace, #4. Crystal Yvette Martin, 10-10-60, was found dead by employees of the motel at approximately 10:30 a.m. on February 9. The cause of death is still unknown at this time. The Broward County Medical Examiners office will be conducting an autopsy. There are no suspects at this time.

DOWNTOWN OFFICERS

The Fort Lauderdale Police Department and the Downtown Development Authority (DDA) have entered into a partnership to provide four additional officers to patrol Downtown, Riverwalk, and the surrounding areas. Through the Local Law Enforcement Block Grant, and funds from the DDA, these additional officers will provide an additional law enforcement presence in the downtown area.

Starting February 21st, three of the four officers will be patrolling on foot, bicycle, and in cars to provide assistance to visitors, tourists, and the business community. This will be done while still focusing enforcement toward quality of life issues in the DDA areas. In July of 1999, the fourth officer will be on the road.

This agreement between the Fort Lauderdale Police Department and the DDA is part of the continuing efforts of the Police Department to further our relationship with the business community and to promote Community Policing in all areas of the City.

HOMICIDE SUSPECT COMPOSITE SKETCH

The Fort Lauderdale Police Department has released a composite sketch of a suspect wanted for questioning in the death of Crystal Yvette Martin. Martin was found dead at 701 N.W. 21 Terrace on February 1, 1999. The suspect, who was last seen with the victim in the early morning hours on the 1st, is described as a dark skinned black male, 300 pounds, 5 feet 9 inches and clean shaven. A composite sketch is posted above.

DARE DEMONSTRATION

The Fort Lauderdale Police Department will be introducing "Captain D.A.R.E." on Friday, February 26th at 10:00 a.m.. The demonstration will take place at Dillard Elementary School, 2330 N.W. 12 Court. "Captain D.A.R.E." will ride in to confront the drug dealers, and with the help of the students find the evidence, and arrest the bad guys. Citywide, over 1,500 students a year participated in the D.A.R.E. program.

Fort Lauderdale Police Detective Ed Robinson, the creater, is "Captain D.A.R.E." He will be introducing his new costume and D.A.R.E. Harley Davidson Motorcycle at this event.

HOME INVASION

On February 17, 1999, deputies from the Grayson County Texas Sheriff's Department responded to the home of Betty and Gordon Hempkins in regard to a home invasion robbery. The suspect, Richard J. Mobilia, had been to the residence on several occasions in the past three years. Mobilia made home deliveries of medical equipment for disabled persons and was to deliver a motorized wheel chair to Mr. Hempkins.

Mobilia tied the Hempkins up and took approximately $160 cash. Mrs. Hempkins received minor injuries.

Fort Lauderdale Police Detective Chuck Morrow is assigned to the U. S. Marshal Service Fugitive Task Force. Morrow learned that Mobilia may be in the area of the Fort Lauderdale beach. After an extensive investigation Morrow located Mobilia at a hotel in the 3400 block of N. Ocean Blvd. in Fort Lauderdale. At approximately 5:00 PM on Wednesday February 24, 1999, Morrow and members of the Fort Lauderdale Police Department Tactical Unit staked-out the hotel and took Mobilia into custody without incident.

After giving Detective Morrow a sworn confession Mobilia was booked into the Fort Lauderdale City jail. Mobilia was transferred to the Broward County jail where he is awaiting extradition back to Texas.

TRAFFIC ACCIDENT

Fort Lauderdale Police are investigating an accident, which occurred at approximately 4:30 AM today. The accident happened at the intersection of West Sunrise Blvd. and I-95. A red 1991 Eagle, operated by Robert Ladwig, was southbound on the exit ramp from I-95 to Sunrise Blvd. A red 1989 Isuzu pick-up truck, operated by Maryland Gillis, was westbound on Sunrise Blvd. The two vehicles collided in the intersection. Both drivers received serious injuries and were transported to Broward General Medical Center.

MISSING PERSON

Danielle Marie Zacot

Police are looking for information concerning the whereabouts of 25 year old Danielle Marie Zacot who has been missing since Thursday, February 25th. Her car was found in the parking lot of the Winn-Dixie supermarket, 1800 East Commercial Blvd.

Danielle Zacot was last seen by her boyfriend, Brian O'Connor, as he left her apartment at approximately 9:30 p.m. on Thursday. She told him that she was going to the store. Since that time no one has heard from her and she did not show up for work on Friday. Her dark blue older model 4 door Chevrolet was towed to the Fort Lauderdale Police Station for processing.

Danielle's family and friends report that it is unlike her not to call anyone. She normally follows a strict routine and is very responsible. If anyone has information concerning the whereabouts of Danielle Zacot, they are asked to call Det. Al Stone at 761-5512.

UPDATE ON MISSING PERSON

The Fort Lauderdale Police Department received additional information in the disappearance of Danielle Marie Zacot. An anonymous caller stated seeing a person matching Danielle's description outside the Winn- Dixie store between 10:00-10:30 p.m. on the night of the disappearance (Thursday, February 25, 1999) talking to a well dressed black male. The woman, after talking to the male, went into the store and exited a short time later. The male had waited for her and the two got into a white sports car driven by the male. The car left the lot possibly north on N.E. 18 Avenue. There was no struggle and the woman appeared to get into the vehicle freely.

The black male is described as being well dressed, 5 feet 11 inches, medium build, short hair, and in his late 20's, early 30's.

Anyone who may have been in the area of the Winn-Dixie and observed a white vehicle in or around the lot with a driver matching this description, or with any other information about this case, is asked to call Detective Stone at 761-5512 or Crime stoppers at 493-T.I.P.S.

BARRICADED SUBJECT

Shortly after 11:30 p.m. on Friday, March 5, 1999 Fort Lauderdale Police Officers responded to a report of "shots fired" at 2365 N.W. 2 Street. Upon their arrival officers heard several shots being fired. Officers found that the suspect had left 2365 N.W. 2 Street, but were advised that a subject with a gun had just entered 2253 N.W. 2 Street.

The suspect Terrance Love, armed with a handgun, had taken a subject walking through the neighborhood, and entered 2253 N.W. 2 Street where several people were both inside, and outside the home. Love held as many as five people hostage in the home as Fort Lauderdale Police Officers secured the area. Almost immediately officers made phone contact with Love. Love was cooperative, but unwilling to come out. The S.W.A.T. team responded to the scene, along with Crisis Negotiators. Negotiators talked with Love, and all of the subjects inside the home were eventually freed shortly after 3:00 a.m. . Love was still in contact with the negotiators, and had stated that he was going to come out of the home when a single shot was heard from inside the home. A short time later S.W.A.T. officers entered the home, and found that Love had died from an apparent self inflicted gun shot wound to the head.

Love had originally gone to 2365 N.W. 2 Street looking for his ex-girlfriend who he was involved in a dispute with. Two subject sustained minor injuries from the gun shots at 2365 N.W. 2 Street, and were transported to Broward General Medical Center.

Names of the wounded, and subjects held in the home are not available at this time.

ATTEMPTED SEXUAL BATTERY

At 3:20 PM, March 7, 1999, Fort Lauderdale Police received a call of a possible abduction and attempted sexual battery of a child. Police responded to 845 NW 11 Ave. where they spoke to several children who said they saw a black male drag a small black female into a dumpster enclosure and expose himself. According to the witnesses the black male placed tape of the child's mouth and was waving his penis at her. In an effort to stop the attack one of the witnesses threw a ball at the attacker. At this point the victim was able to break free and ran southbound of NW 11 Ave. The attacker ran after the child and they both disappeared from view in the area of NW 8 Street. The witness ran into his apartment and told his mother who called police.

Neither the suspect nor the victim has been located at this time. The witness said he recognize the victim from Sunland Park Elementary School, where he is a second grade student, but he does not know her name or where she lives.

With assistance from the Broward Sheriff's Office helicopter police are conducting a block by block search of the entire area in hopes of locating the victim and suspect.

The victim is described as a black female 6 or 7 years old wearing a red, blue and green short sleeved uniform dress. She had 4 or 5 braids in her hair.

The suspect is described as a black male from 20 to 30 years old, 5' 7", 150 lbs., medium build with short hair in "corn rows". He was wearing a black and blue striped shirt, blue work pants and a blue ball cap. He may or may not have a mustache.

Police are asking anyone with information to call 761-5700. Police are also asking any parents in the area who don't know the whereabouts of their small daughter to call.

TWO ARSONS

The Fort Lauderdale Police Department is investigating two early morning arsons. The two incidents are not related.

At 6:48 am, the police department received a call of a fire at 1501 E. Broward Blvd. Apt. 603. According to Officer Todd Hill two gay roommates, Daniel Vawter and Ricky Dwayne Applegate (w/m dob 9-2-60) had a domestic dispute last evening. Applegate was evidently distraught and set fire to the apartment with kerosene. Upon arrival of Officer Hill, Applegate attacked Officer Hill with a six-inch steak knife. Applegate dropped the knife and was placed under arrest. A struggle ensued between Officer Hill and Applegate in which Officer Hill twisted his knee. After being placed in the back of the police unit Applegate kicked the rear window out of the cruiser.

Applegate was taken to the Fort Lauderdale City jail where he was charged with Arson of an Occupied Dwelling, Aggravated Assault on a Police Officer, and Destruction of City Property for the damage to the police car.

Officer Hill was taken to Medworks for examination and treatment for the injuries received during the arrest.

Meanwhile, in an unrelated incident, at 7:39 AM Officer Marion Sims responded to a fire at the Pier Restaurant at 3333 NE 32 Ave. The Pier is a new gay nightclub and restaurant which is scheduled to open March 18th and is still being remodeled. Charles Fike, an electrician arriving for work, saw smoke and then discovered the fire adjacent to an outside wall. Evidently someone had set fire to some wood scraps. There was little damage to the building and, according to Detective Ron Hood, the club should open on schedule. Police are investigating the incident as a hate crime and have some very good leads in the investigation. Detective Hood would not elaborate on the leads or evidence, but is asking anyone with information about the fire to call (954) 761-5560.

ON-LINE COMPUTER SITES

The Fort Lauderdale Police Dept. is pleased to announce 11 sites that will be activated to the NovaNet Learning on- line computer system. This project is made possible by the Police Department's receiving a $240,000.00 grant from the Local Law Enforcement Block Grant Program. All 11 sites in the City of Fort Lauderdale will have 16 connections to this on-line computer based education network, and the grant will cover training, set-up, and a one year subscription to the service.

The Fort Lauderdale Police Dept. has taken on this project to help keep the youth of the City of Fort Lauderdale involved, and interested in education, and to present to them new challenges available through this state of the art computer program.

HIT AND RUN FATALITY

At approximately 7:25 PM on Wednesday, March 10, 1999, a vehicle struck and killed an elderly pedestrian as he crossed the 1900 block of Sistrunk Blvd. (NW 6 Street). ISAIAH MONROE, B/M, dob: 12/18/16, who had just gotten off a transit bus, was pronounced dead at the scene after being struck by the westbound car.

Fort Lauderdale Police are looking for a 1990's model smaller car, possibly foreign make (Toyota, Honda, Mitsubishi, etc.) burgundy, reddish in color. The vehicle possibly has tinted windows. Damage to windshield (glass) and windshield wiper area.

ARSON

The Fort Lauderdale Police Department is investigating another arson at The Pier Restaurant at 3333 NE 32 Ave. This is the second arson of the building in three days. The fire was set adjacent to the front doors and damage is estimated at $1500. The building was unoccupied and there were no injuries.

A security guard at a nearby condominium complex discovered the fire at approximately 3:15 AM today and called the fire department. Firemen extinguished the fire and requested the police department's arson investigator to respond to the scene.

Arson is also suspected in the fire at the same location on the morning of Wednesday, March 10th when someone set fire to a pile of wood scraps adjacent to an exterior wall causing approximately $1000 damage.

The restaurant is being remodeled and is still scheduled to open on March 18th.

Arson investigator Detective Ron Hood has determined that the fire was intentionally set and is asking anyone with information to contact him at 761-5560.

HIT AND RUN VEHICLE RECOVERED

The Fort Lauderdale Police Department recovered what appears to be the vehicle involved in a hit and run fatality which occurred March 10th, 1999. Isaiah Monroe was killed as he crossed N.W. 6 Street in the 1990 block at approximately 7:25 p.m.

The Broward Sheriff's Office received information through Crime Stoppers of the location of the vehicle and responded to the 3000 block of N.W. 2 Street in Pompano Beach. Deputies located the vehicle, secured the scene, and notified Fort Lauderdale Police.

The vehicle was towed to the Fort Lauderdale Police Department where it will be processed for evidence. At this time there are no suspects in custody.

The vehicle is a 1993 Chevrolet Corsica, maroon in color, with damage to windshield and front end.

ARREST IN HIT AND RUN

The Fort Lauderdale Police Department has arrested and charged Pauline Jones, 9-16-44, in the Hit and Run death of Isaiah Monroe. Monroe was struck, and killed on Wednesday March 10th. Jones was charged after the vehicle was recovered earlier today in Pompano Beach and investigators conducted several interviews.

Jones was charged with:

  2. Driving with a suspended drivers license

The Fort Lauderdale Police Department is investigating an apparent Homicide at 823 S.E. 18 Street. At 11:30 a.m. police were notified by the victim's landlord after neighbors had called concerned that the victim's dog's were running free and his plants were not being taken care of. Neighbors stated that the victim always took great care of his plants and that for him to leave them unattended was unusual. Police entered the home and found the victim deceased.

The victim was last seen alive on Thursday, March 11th, at approximately 3:30 p.m. leaving the residence with another white male. Both were in the victim's 1992 Ford Ranger pick-up and the unknown w/m was driving. The truck is Maroon in color with an unknown Florida tag. The truck is missing at this time.

The cause of death is unknown. The Broward County Medical Examiner will be conducting an autopsy on Monday, March 15th.

There are no suspects or a motive at this time. It is unknown if any property is missing from the residence.

The victim is identified as Michael Barber, w/m, 02/07/43. A photo of the victim is available to copy in the lobby of our police station.

ARMED ROBBERY

At approximately 5:45 PM on Sunday, March 14, 1999, the Fort Lauderdale Police Department received a call of an armed robbery at an ATM at Nations Bank, 901 SE 17 Street. Upon arrival of Officer Michael Mountz he found the victim, Lisa Maiste, cut and bleeding from her left hand. Two witnesses, Joseph Walker of Davie and David Osborne of Fairfield, Conn., were holding the robber, Roger Gorley (B/M DOB: 6/25/57, address: at large) on the ground.

Gorley had been lurking in the area of the ATM for several hours waiting for an opportunity to rob someone. Maiste apparently seemed to be a likely victim. Gorley attacked Maiste choking her to the ground while threatening her with a knife and demanding the keys to her car. Because Maiste was being choked she was unable to respond immediately. Gorley cut Maiste on the left hand with the knife.

Walker and his girlfriend were driving by the bank when he heard a scream. Looking over towards the ATM Walker saw Gorley on top of Maiste on the ground. Walker parked his car and went to Maiste's aid. Osborne also saw the disturbance and assisted Walker in holding Gorley until police arrived.

Maiste was taken to Broward General Medical Center for treatment of her injuries. Gorley was taken to the Fort Lauderdale Police Department where he confessed to the crime.

Gorley was booked into city jail charged with Armed Robbery.

ARSONIST ARRESTED

Fort Lauderdale Police have made an arrest in connection with the recent arsons at The Pier Restaurant.

At 3:50 a.m. 03/17/99, Fort Lauderdale Police Detectives Ron Hood and Jim Pott arrested Humberto Alvarado in the act of attempting to set another fire at the restaurant.

Because of the recent arsons at the restaurant, detectives conducted an around-the-clock surveillance of the business in furtherance of their investigation. With Pott and Hood watching, Alvarado rode up to the front entrance on a bicycle. Alvarado used a sledgehammer to smash out the front doors of the restaurant and then threw two containers of gasoline into the business. Alvarado had a lighter in his waistband. Detectives moved in and apprehended Alvarado before he had an opportunity to ignite the gasoline. Detectives also found two more containers of gasoline on the ground beside Alvarado.

The restaurant was occupied at the time by one of the owners, Dennis Doheny, and two workers who were making final preparations for tonight's invitation only grand opening.

Alvarado was taken to the Fort Lauderdale Police Department where he has been charged with Arson of an Occupied Dwelling, a 1st degree felony, and Possession of a Fire Bomb, a 3rd degree felony.

No charges have been made in connection with the two previous arsons of the business. The investigation of those crimes in still on-going. Alvarado is cooperating with detectives.

Detective James Wright will conduct a press conference in front of the Police Station at 10:00 a.m. this morning (03/17/99). The defendant's driver's license photo will be available for viewing at that time.

WARRANT ISSUED IN MURDER

The Fort Lauderdale Police Department has obtained an arrest warrant in the murder case of Michael Steven Barber.

Late Wednesday afternoon, March 17, 1999, Detective John Curcio was able to obtain a warrant for the arrest of Andrew Frank Delaney after Delaney was picked out of a photo line-up. Delaney is known as a male prostitue. Delaney's name surfaced just a couple of days after Barber's body was found at his residence at 823 SE 18 Street on, Sunday, March 14,1999. Delaney is a known member of the "Folk Nation" gang. Delaney robbed Barber, taking electronic equipment, murdered him and then fled in Barber's 1992 Ford Ranger pick-up truck. The truck was located Wednesday, March 17, 1999, in Palm Beach County after it had broken down.

Detective Curcio believes Delaney is now on his way to Detroit, Michigan, by bus. State, local and federal law enforcement agencies have been alerted to look for Delaney along the route from Palm Beach County to Detroit.

Delaney is described as a white male, 24 years of age (DOB: 10-23-74), medium build, 5 feet 11 inches tall and weighing 150 lbs. He has very short brown hair and blue eyes. He has tattoos on his left calf, right shoulder and right back. He also has a scar on his left knee. Delaney goes by the nickname of "Loco". Delaney is considered extremely dangerous.

STOLEN PROPERTY SEIZED

Fort Lauderdale detectives, with assistance from the Davie Police Department and the U. S Secret Service, have made what is believed to be the largest seizure of stolen property in the history of the Fort Lauderdale Police Department.

Fort Lauderdale Police Detective Clinton Ward initiated an investigation into the activities of Catalogue Distributions, Inc. after receiving a complaint from a South Carolina corporation, Nu-Life Environmental. According to the complaint, Catalogue Distributions Inc. fraudulently obtained from Nu-Life 36 Galbreath style, 20 yard trash containers valued at approximately $95,400. The containers were shipped to a warehouse at 1643 NE 14 Avenue, Fort Lauderdale.

As the investigation progressed, investigators learned that there were many other companies who shipped merchandise to Catalogue Distributions. It was determined that all of the transactions were made under fraudulent pretenses. Investigators determined that the stolen property was being stored in a Davie warehouse located at 2240 SW 70 Avenue. Fort Lauderdale Detective Clinton Ward and Davie Detective Scott Kiso, assisted by the US Secret Service, served a search warrant on the warehouse and have recovered a large amount of stolen merchandise which may be valued in excess of $200,000.00.

Police have arrested Victor Bohbot a 40-year-old Fort Lauderdale resident. Detectives anticipate more arrests as the investigation continues.

OFFICER AND WIFE INJURED INMOTORCYCLE ACCIDENT

Fort Lauderdale Police Detective Dave Jenkins and his wife Robyn were injured in a motorcycle accident Sunday morning, March 21, 1999.

Jenkins and his wife were returning from breakfast on the beach at 10:00 AM when they were struck by a Cadillac driven by eighty year old Marie Gootoff of 2710 NE 56 Court, Fort Lauderdale.

The Jenkins were northbound in the left lane of the 5800 block of North Federal Hwy. on their Harley-Davidson motorcycle when Gootoff turned onto Federal Hwy. from NE 59 Street. As Gootoff made her turn she moved across the right and center lanes and into the left lane striking the motorcycle. Both Jenkins and his wife were ejected onto the pavement.

Jenkins and his wife were transported to North Broward Medical Center as a trauma alert; both suffered scrapes and lacerations to their arms and hands. Jenkins has a possible broken or separated shoulder. The injuries do not appear to be life threatening. Robyn was admitted to the hospital for further observation.

Gootoff was uninjured in the accident but was taken to Imperial Point Hospital to be checked after paramedics found her blood pressure to be elevated.

Detective Jenkins is a sixteen-year veteran of the Fort Lauderdale Police Department. He was recently transferred to the Detective Bureau after serving eleven years riding a police motorcycle.

No charges have been made against Gootoff pending completion of the investigation.

POLICE INVESTIGATE STABBING DEATH

Fort Lauderdale Police are investigating the stabbing death of John Grace, age 52.

Police were called to a reported stabbing in southwest Fort Lauderdale at approximately 5:00 PM, Saturday, March 20,1999. Upon arrival they found Grace dead, the result of a single stab wound to the chest.

According to Homicide Sergeant Tim Bronson, Grace went to the apartment where his ex-girlfriend was living with her two children ages four and six. Grace gave the girlfriend a steak and told her to feed the children. He then lay down and went to sleep. When he awoke Grace was irate that the steak was gone. Grace began to beat the children. When the ex-girlfriend intervened Grace began choking the ex-girlfriend. The ex-girlfriend picked up a steak knife and stabbed Grace one time in the chest killing him.

Grace is no stranger to the police. In November, 1998, Grace was arrested for aggravated battery of the same ex-girlfriend.

Detectives Al Stone and Jack King are investigating Grace's death. At this time no arrest has been made. The results of the police investigation will be forwarded to the State Attorney's Office to determine if charges should be filed against the ex-girlfriend.

Because the ex-girlfriend is a domestic violence victim, her name, address and the names of her children are not being released. Grace was not the father of the children.

BICYCLE REGISTRATION LEADS TO ARREST FOR STOLEN BIKE

Fort Lauderdale Police Officers Glenn Gavic and Tim Babbitt have made the first arrest for possession of a stolen bicycle as a result of the recently instituted Bicycle Registration Ordinance.

On Wednesday, March 17, 1999, while patrolling the area of East Sunrise Blvd and NE 4 Avenue on their police motorcycles, Officer Gavic and Rabbitt saw Treyvon Boyd riding a bicycle erratically through traffic and on the wrong side of the road. They stopped Boyd to issue a traffic citation when they noticed a Fort Lauderdale registration decal on the bicycle. Boyd had told the officers that the bike belonged to his sister. A check of the decal revealed that the bike was in fact stolen.

Boyd was arrested for possession of stolen property and the bicycle was placed in evidence storage. It will be returned to the owner.

Officer Gavic and Babbitt are members of the Police Department's Community Policing Initiative (CPI). They work closely with residents and businesses to combat crime in the community and foster a close working relationship between police and residents.

TRAFFIC FATALITY

At 7:03 AM on Wednesday, March 24, 1999, Fort Lauderdale Police responded to an accident at 1249 West Sunrise Blvd. Officer J.J. Halleran arrived on the scene and found a 1986 Ford Thunderbird had struck a small compact pick-up truck, a bicyclist, and then a utility pole. The bicyclist was pronounced dead on the scene.

Investigators determined the Thunderbird was westbound on Sunrise Blvd at an extremely high rate of speed. According to witnesses, the vehicle, operated by Leonard Conners (B/M, DOB 6-11-64, Address: 917 Dixie Hwy. Pompano Beach, FL) was weaving through traffic in the school zone at an estimated 50 mph. The school zone lights were flashing at the time and the other traffic in the area was traveling 10 to 15 mph.

Conners attempted to pass the pick-up truck, driven by Carl Charles of Lauderhill, which was in the right lane, by driving onto the sidewalk. Conner's vehicle struck the right rear corner of the pick-up truck then drove onto the sidewalk where it struck the bicyclist, Leonard Palmer (B/M, DOB 2/16/67) of Fort Lauderdale. Palmer was hurled into the air and came to rest some 30 to 50 feet away. Conner's vehicle continued on the sidewalk until it struck a concrete utility pole. The pole was sheared off and crashed to the ground bring the power lines down as well.

Conners was transported to Broward General Medical Center for treatment of his injuries. A blood analysis will be performed to determine if drugs or alcohol influenced the crash. No charges have been made pending completion of the investigation.

BUS ACCIDENT

At 8:51 AM, Wednesday, March 24, 1999, Fort Lauderdale Police were called to the scene of a traffic crash involving a Broward County transit bus.

The crash occurred at North Federal Hwy and NE 4th Street. The bus operated by Robert Gunderson was northbound on Federal Hwy approaching NE 4th Street. According to witnesses the traffic light for Federal Hwy changed to red and the light for NE 4th Street was green when a black 1997 Honda westbound on NE 4th Street, driven by George Truitt, Jr., of Fort Lauderdale proceeded into the intersection.

The bus failed to stop and struck the Honda in the driver's side. The Honda was spun 180 degrees and smashed into a steel traffic light pole. Fire rescue personnel extracted Truitt from the vehicle with the Jaws of Life by cutting the roof off the vehicle.

Truitt was transported to Broward General Medical Center for treatment of his injuries, which are not believed to be serious. Two passengers on the bus were also taken to the hospital with very minor injuries.

Gunderson was issued a citation for running a red light.

HOMICIDE ARREST

March 31, 1999

The Fort Lauderdale Police Dept. has charged 21 year old Sean Casey in the murder of Jack Sterr. Sterr was found dead on Tuesday, March 30, 1999 in his apartment at 525 N.E. 5 Avenue.

A friend of the victim had gone to the residence to check on him at approximately 2:00 p.m. and found no response. The friend contacted the landlord and the property manager entered the apartment. Upon entering the apartment the victim was found dead on the floor. Police were notified and the investigation began.

On March 26, 1999, at approximately 10:00 p.m., Sean Casey was found asleep in the victims Jeep in Horford County, Maryland. Casey presented the victims Florida Drivers License to Deputies and attempted to pass himself off as Jack Sterr. Casey was placed under arrest for possession of Marijuana and during questioning confessed his real name. Deputies also found that Casey had an active Warrant for his arrest in Maryland. Horford County contacted the Fort Lauderdale Police Department and requested that we check the victim's address to verify ownership of the Jeep. There was no response at the residence or any signs of forced entry. Casey was still being held in Maryland on Tuesday when the homicide was found. Detectives checking past calls at the residence learned of the requests from Maryland and contacted the Horford County Sheriffs Department. Learning the circumstances Detectives flew immediately to Maryland where they interviewed Casey this morning and Casey confessed to the crime. A warrant was issued this afternoon in Broward County charging Casey with First Degree Murder. The victim, according to Casey, was murdered on the 25th of March early in the morning after an argument. The cause of death was stab wounds.

HOMICIDE INVESTIGATION

The Fort Lauderdale Police Department is investigating a homicide that occurred early this morning (4/9/99) at 1612 S.W. 11 Street. The victim, Julio Colon, 07/04/66, had exited his apartment at approximately 6:30 a.m. and was confronted in the parking lot by a W/M suspect. It appears that the suspect had been waiting for the victim. An argument ensued between the two. The suspect produced a handgun and shot the victim once in the head.

The victim was pronounced dead at the scene.

There is no description of the suspect other than a W/M last seen fleeing the scene in a small blue or green pickup truck. At this time there is no motive for the shooting, and the investigation continues.

FIRE VICTIM DIES

Arson victim Martin Bernstein, 39, died yesterday, April 14th, at Jackson Memorial Hospital. Bernstein was severely burned in the fire at 1224 NE 2 Ave. on March 3, 1999. Fourteen year old Hilbert Pierre, who was charged with the arson as an adult, will now have those charges upgraded to First Degree Murder. Pierre remains in custody at the Broward County Jail.

Toni Williams, the second victim, remains in critical condition at Jackson Memorial Hospital.

1999 AIR & SEA SHOW
PUBLC ADVISORY

The 1999 Air & Sea Show is to be held on Fort Lauderdale Beach during the weekend of May 1-2. The show will extend along the four miles of beach from the 1900 block of North A1A to the 1100 block south. Advisories will be issued to try and make commuting as easy as possible for spectators, and residents.

Traffic Restrictions for Spectators: Residents and Business Employees

Vehicle passes will be issued to those individuals who live, or work within the restricted areas that will allow them to pass through the two checkpoints. Those checkpoints will be at East Sunrise Blvd and Bayview Drive, and at A1A and N.E. 19 St.

Park & Ride Shuttle Service

A limited, continuous, Park & Ride shuttle bus service will be offered by the City of Fort Lauderdale from Holiday Park, and by Broward County Transit from downtown parking garages to East Sunrise Blvd, and the Intracoastal bridge. There will be a $5.00 charge for parking, and a $3.00 per person charge for round-trip shuttle service. Shuttle service will begin at 8:00 a.m. each day, and will end one hour after the event. ( approximately 11:00 p.m. on Saturday, and 6:00 p.m. on Sunday) Please have exact change.

Downtown Parking:

The public may park in downtown city garages. Broward County Transit Buses will pick up, and drop off passengers along S.E. 1 Ave. between Broward Blvd., and S.E. 2 St.

Holiday Park:

Access to Holiday Park can be made at Federal Hwy. and Nininger Drive. Yellow Broward County School buses will pick up, and drop off passengers at the Sunrise entrance to the park, which is marked by a full-size, stationary airplane.

Beach Access and Parking:

Spectators who choose to drive to the beach during show hours will only be able to do so along the 17th Street Causeway, East Las Olas Blvd., and Oakland Park Blvd.. No vehicles will be permitted to travel on A1A north of Bayshore Drive, nor will they be permitted south of N.E. 19 St.

Parking beachside will be limited, and parking lots are expected to fill early.

All parking laws will be strictly enforced. Violators will be ticketed, and towed. Use of the park, and ride shuttle service is strongly encouraged.

BICYCLES

Bicycles will be discouraged in the area of "Show Center" at East Sunrise Blvd., and A1A. Bicycle lock-up areas will be provided.

Boating Advisory:

There will be a restricted safety zone four miles long, north to south, beginning north of Oakland Park Blvd., and extending south to the Port Everglades Inlet.. The restricted area will extend from shore, out 4,000 feet, and will be well marked with buoys. The port Everglades Channel will remain open to traffic; however, all vessels must proceed east past the 4,000 feet mark before heading north.

The restricted zone will be strictly guarded by the U.S. Coast Guard, U.S. Coast Guard Auxiliary, Florida Marine Patrol, Fort Lauderdale Police Dept.'s Marine Unit, and Broward County Sheriff's Marine Unit.

Health and Safety

Spectators should prepare for a day in the sun by wearing sunscreen as well as a hat, and sunglasses. They should also drink an adequate amount of water to avoid dehydration. There will be well- marked first aid stations along the three- mile viewing area, courtesy of the North Broward Hospital District.

ALL OPEN CONTAINER LAWS WILL BE STRICTLY ENFORCED. CONSUMPTION OF ALCOHOL ON THE BEACH IS PROHIBITED BY CITY ORDINANCE, AND WILL ONLY BE PERMITTED IN DESIGNATED FOOD COURTS.
PLEASE, NO GLASS CONTAINERS.

Lost Children

Parents are advised to take extra care during the show. Last year there were numerous lost children. With the large crowds expected, and being along the water's edge, a lost child can be very hard to find. If you are taking children tell them if they get lost to find a police officer, firefighter, or lifeguard. Efforts to reunite them with parents, or guardians will be coordinated through the Fort Lauderdale Police Dept.'s Command Center located at E. Sunrise Blvd, and Breakers Ave.

HIT AND RUN FATALITY

The Fort Lauderdale Police Department is investigating a hit and run fatality that occurred in the 2800 block of NW 19 St., Tuesday, April 20, at approximately 10:50 p.m.. Rickie Calvin Jones, 10-28-64, was riding his bike north across NW 19 St., when he was struck by a westbound vehicle travelling in the left lane. Jones was ejected from the bike and came to rest in the right westbound lane where he was struck again, and trapped under a 1992 Buick driven by Jessie Ricks, 07-26-59, of Lauderhill. Jones was pronounced dead at the scene.

The westbound vehicle, which first struck Jones, fled the scene west on NW 19 St. and is described as a "white American made vehicle." There is no other information on this vehicle at this time.

HOMICIDE INVESTIGATION

The Fort Lauderdale Police Department is investigating a body found in the trunk of a vehicle shortly after Midnight. The body of a black male was found inside an Acura that was parked on the access road under the Sunrise Blvd. overpass along I-95 South southbound lanes. A passer-by noticed the vehicle with the trunk open, and stopped to investigate. Noticing the body, police were notified.

Detectives responded and have ruled the death an apparent homicide. The Medical Examiner will perform an autopsy to determine the exact cause of death. The identity of the victim is not known at this time, and there are no suspects.

MAY

HOMICIDE ARREST

The Fort Lauderdale Police Department has made an arrest in the murder of Julio Colon. Detective John Curcio obtained an arrest warrant for Gerardo Lastra based on evidence and witness statements.

Evidently Lastra had several confrontations with Colon and made threats leading up to the murder of Colon, who was shot and killed on April 9,1999, outside his home at 1608 SW 11 Street.

Detectives Jorge Benitez and Chuck Morrow of the Fort Lauderdale Police Department Fugitive Squad took Lastra into custody at his residence, 5611 SW 41 Street, Pembroke Park, at approximately 2:00 PM, on Monday May 3, 1999.

Lastra appeared in bond court on May 4, 1999, and is being held without bond in the Broward County Jail for 1st Degree Murder.

INDICTMENT IN ARSON DEATH

An indictment has been handed down in the arson arrest of Hilbert Pierre.

Pierre was indicted on Wednesday May 5, 1999 for 1st Degree Murder, Attempted 1st Degree Murder and Arson.

The indictment comes as a result of a fire at 1224 NE 2nd Ave, on March 3rd 1999, in which Martin Bernstein died and Toni Williams was seriously burned.

Pierre has been indicted as an adult and is being held without bond in the Juvenile Unit of the Broward County Jail.

INDECENT ASSAULT ON A CHILD

The Fort Lauderdale Police Department has arrested Joe Lee Williams for Indecent Assault on a Child.

At approximately 9:40 PM, Tuesday, May 4, 1999, officers were flagged down at the Four Corners Food Store, 821 NW 6 Street. The victim and several children witnesses alleged that a black male adult had assaulted the eleven year old male victim by rubbing his pelvis area against the victim's buttocks and attempting to pull the victim's pants down. The victim and witnesses ran away and the victim told his mother about the assault. They then flagged down Officer Jeff Alexander. The mother told the officer that the perpetrator was last seen to the rear of the Four Corners Food Store.

Officer Alexander located Joe Lee Williams behind the food store. The witnesses identified Williams as the perpetrator. Williams also made several incriminating statements.

Williams was arrested for Indecent Assault on a Child.

Due to the age of the victim and the nature of the offense the names of the victim, witnesses and the victim's mother are not being release.

SEARCH FOR BOATING ACCIDENT VICTIM

At approximately 1:00 a.m. this morning (5/11/99) a 33 foot Sea Ray collided with a 22 foot Invader more than a half mile off the shore of Fort Lauderdale. The driver of the Sea Ray, 35 year old Jeffrey Dowling, was traveling south off Fort Lauderdale's shore when he hit a smaller boat which was sitting in the water. There were three men on the small boat who were fishing at the time of the accident.

After the collision Dowling and his friend, 30 year old Christopher Wangle, dove into the water to assist anyone who may have been on the smaller boat which had capsized. They pulled two men from the water and took them to shore in the Sea Ray. Dowling nor Wangle were aware that there was a third victim, 33 year old Howard Jarrett, until they reached shore. They immediately called police. Daniel Bailey, 42, and Norman Maturah, 40, were taken to Broward General Medical Center as the search for Jarrett began.

Dive Team members from the Fort Lauderdale Police Department and the Broward Sheriff's Office, assisted by the U.S. Coast Guard and Florida Marine Patrol, searched for hours before finding Jarrett's body at about 8:45 a.m., approximately a half mile off shore.

Investigators are still trying to determine the exact cause of the accident.

BANK ROBBERY

The Fort Lauderdale Police Dept. has arrested Paul Kevin Zagorski, 12-24-54, in connection with the robbery of the Nations Bank at 2406 SE 17 Street. Zagorski entered the bank at approximately 9:30 am, and demanded money. He was holding a small object in his hand that looked like a gun. The teller gave Zagorski an undisclosed amount of cash, and Zagorski then fled the bank. A description was obtained from the bank, and Fort Lauderdale Officer Schoen observed the culprit running east from the bank, and gave chase. Zagorski continued east through a residential area with officers in foot pursuit. Zagorski jumped into a lagoon in the area and swam east to a wooded area where Fort Lauderdale Officer Livingston was waiting. After a short struggle Zagorski was taken into custody. There were no injuries in the incident, and Zagorski was turned over to the F.B.I.

HOME INVASION ROBBERY

The Fort Lauderdale Police Department arrested three subjects in reference to a home invasion robbery, which occurred at 840 NW 3 Ave. The robbery occurred shortly after 11:00 p.m. on May 10, 1999.

The three culprits entered the apartment occupied by the victim Santiago Durosier, and shot him three times (once in each leg, and in the buttocks). The victim was then beaten in the face, and robbed of $30.00. The culprits then fled in a maroon Camry toward Sunrise Blvd. Officers spotted the vehicle and attempted to stop it. A chase ensued south on I-95 into Dade County, then back north to Fort Lauderdale. The culprits bailed out of the vehicle in an apartment complex in the 500 block of NW Fourth Ave, and fled into an apartment. Officers contained the suspects and the S.W.A.T. Team was notified. After several hours the suspects gave up without further incident.

During the standoff K-9 Dog Remco passed away. The dog was in the rear of a police K-9 vehicle while his handler, Officer Ian Sklar, a member of the S.W.A.T. Team, worked to apprehend the three suspects. The alarm system in the vehicle malfunctioned and failed to alert officers that the cars air conditioning system had stopped and the interior of the vehicle was heating up. Officer Sklar found the dog dead when he returned to his vehicle. K-9 Remco appears to have died from heat exhaustion.

BANK ROBBERY SUSPECT PHOTOS

The Fort Lauderdale Police Department has released surveillance photos of a suspect in two bank robberies that have occurred in Fort Lauderdale. The same suspect is also responsible for a bank robbery that occurred in the City of Plantation.

The Fort Lauderdale robberies occurred at the SunTrust Banks, 2626 East Oakland Park Blvd on May 10th, and at 1601 S Federal Highway on May 13th.

The Plantation robbery occurred at the Nations Bank, 1333 S. University Drive on May 12th.

The suspect is described as a white male, 5'10", early 40's, 165-175 pounds, medium build with dark wavy hair. The suspect has threatened a firearm, but none was seen.

Possible vehicle is a 1987 white Mercury Cougar with a Fla. Tag VYR-48Y (vehicle was reported stolen on 05-11-99).

1998 CRIME STATISTICS

The Fort Lauderdale Police Dept. is proud to announce an 11.64 % drop in crime statistics from 1997-1998. Fort Lauderdale ranked second in reduction in the State of Florida, and was well below the state average. These statistics were announced earlier today by the Florida Department of Law Enforcement (F.D.L.E.), and Fort Lauderdale continued with the statewide downward trend of reducing crime.

There are several reasons this trend continues some of which include an active Community Policing, community and business involvement, education in crime prevention, and programs like Right Trac, and truancy enforcement.

HOMICIDE INVESTIGATION

The Fort Lauderdale Police Dept. investigating a homicide that occurred at 717 NW 1 St. at approximately 2:30 p.m.. The victim Spurgeon Bowen, 02-29-52, was involved in a dispute with what is described as three Jamaican males possibly over auto repairs. Bowen is the owner of "Bowen Auto Body" at this address. The dispute escalated and Bowen was shot. Bowen collapsed in front of the business and was transported to Broward General Medical Center where he died at approximately 3:10 p.m.

The culprits fled in a newer model Honda Accord with driver's side rear end damage. There is no description other than three Jamaican males, however one of the culprits may have lost a finger. A severed finger was found in the crime scene, it is unclear at this time how the finger was severed.

The Broward County Medical Examiner will be performing an autopsy to determine the cause of death. It was originally thought that Bowen was shot once, however there may be multiple wounds.

OPERATION RIGHT T.R.A.C.

"Operation RIGHT T.R.A.C. (Tools to Reduce Auto Crimes) is a program designed by police professionals to help citizens protect their vehicles from theft. Sponsored by the Broward County Chiefs of Police Association, Operation Right T.R.A.C. provides crime prevention information and free services to Broward County vehicle owners.

The Fort Lauderdale Police Department has released the name of the victim in the homicide that occurred at 1115 SW 15 Terrace on May 17,1999.

Immacula Joseph, 10-21-66, was found deceased in her apartment at approximately 5:30 p.m. by a neighbor after Joseph's children found the door to the apartment locked.

There are no suspects at this time. The Medical Examiner is conducting an autopsy this morning to find the exact cause of death.

The children, ages 9 and 11, were turned over to family friends. The father of the children who lives out of state was notified early this morning, and it is unknown at this time when the father will take custody of the children.

HOMICIDE INVESTIGATION

The Fort Lauderdale Police Dept. is investigating a homicide that occurred at 1115 SW 15 Terrace #7, of a 31 year-old Haitian female. The victim was found at approximately 5:30 p.m. after her 9, and 11 year-old daughters came home from school, and found the apartment door locked. The girls went to a neighbor, who was also a friend of the victim. The friend went to the apartment, with the girls, and made forced entry by prying open the door. Once inside the friend noticed a large amount of blood in the apartment, and realized something was wrong. She left quickly, with the girls, and called the police. Officers responded, and found the victim deceased.

The are no suspects, or motive at this time. The victim was stabbed, however the exact cause of death will be determined by the Medical Examiner after an autopsy is performed.

The name of the victim is being withheld until next of kin is notified, the girls will be turned over to H.R.S. until then.

BANK ROBBERY ARREST

The Fort Lauderdale Police Department has arrested, and charged, two subjects in connection with the robbery of the Nations Bank, 1745 East Sunrise Blvd., at approximately 2:30 p.m. today (May 20, 1999).

Joe Martinez, 09-17-66, and William Taylor, 05-19-87 are both being charged with; Possession of Cocaine, Possession of Drug Paraphernalia, and Armed Robbery.

Martinez entered the bank, and demanded money while threatening to have a gun. Taylor waited outside the bank. Martinez received an undisclosed amount of cash, and fled the bank. Once outside, Martinez and Taylor both fled to an apartment building at 1037 NE 17 Terrace. Witnesses observed the two running and notified Fort Lauderdale officers who were responding to the bank alarm. Officers secured the area and waited for additional units. While waiting, another witness exited the apartment complex, and advised officers that two suspects just offered him a large amount of money to call a cab. This witness described the denominations of the cash, which matched the loss at the bank. While awaiting S.W.A.T. officers, the two suspects exited the complex, observed police, turned and fled back into the complex. After a short foot chase both were taken into custody. Information received indicated that there were additional subjects in the apartment. S.W.A.T. cleared the apartment, and the complex, no other suspects were found.

Evidence was recovered in the apartment and at approximately 7:15 p.m. the money was recovered inside the complex near where the suspects were taken into custody.

Martinez, and Taylor are not believed to be involved with the suspect in the bank robberies earlier this month, and today.

HOMICIDE ARRESTS

5/21/99

The Fort Lauderdale Police Dept. has arrested Keenan Christopher Clarke, 07-25-77 and Oliver Jones, 06-30-76, in connection with the homicide of Spurgeon Bowen. Mr. Bowen was shot outside his business at 717 NW 1st on May 12, 1999.

Homicide Detectives from the Fort Lauderdale Police Dept. developed the case, and along with additional information from D.E.A., obtained a warrant for the arrest of Clarke. Clarke was taken into custody at approximately 1:00 p.m. today by Fort Lauderdale Police Detectives, with the assistance of the Hollywood Police Department. Jones was arrested a short time later.

In this homicide a finger was found inside the crime scene. Neither Clarke, nor Jones is that suspect, but it is now known that the digit found is a thumb that was bitten off by the victim.

The investigation continues, additional arrests are expected.

HOMICIDE ARREST

5/22/99

The Fort Lauderdale Police Dept. has charged Jean-Claude Louis Francois, 10-12-56, in the murder of Immacula Joseph. Joseph was found dead in her apartment at 1115 SW 15 Terrace Monday, May 17,1999.

Francois walked into the lobby of the Fort Lauderdale Police Dept. at approximately 9:50 this morning, and turned himself in. Detectives Stone and King interviewed Francois, and Francois confessed to the crime. Francois stated that Joseph had told him to leave the apartment, and not to return. Francois did leave, but returned later that day. Joseph and Francois became involved in an argument, and Francois struck Joseph several times. The exact cause of death the Medical Examiner had ruled was blunt trauma to the head. Francois admitted to striking Joseph in the head with a pipe, which was consistent with the Medical Examiner's findings.

Francois had been living at large since the murder, but had a previous address of 2550 NW 56 Ave, Lauderhill. Francois will be charged with an Open Count of Murder.

FUGITIVE ARREST

Fort Lauderdale Police Dept. Detectives have arrested Fritnell Joseph, 05-1-74, on nineteen outstanding warrants. Joseph has been avoiding authorities for the last two years by using the alias name of Amos Leger and changing his appearance.

Fort Lauderdale Detectives along with the U.S. Marshall Service, F.B.I., and West Palm Beach Police Department conducted surveillance on the suspect in West Palm, and at approximately 1:00 a.m. today he was taken into custody without incident.

Joseph's warrants include:1 count of Armed Kidnapping (with torture), 2 counts of Armed Kidnapping with a firearm, 1 count Armed Car-jacking with a firearm, 2 counts Armed Robbery, 3 counts of Aggravated Battery with a firearm, 1 count Armed Burglary with a firearm, 1 count Possession Cocaine, 2 counts of Possession of Cannabis (Felony), 1 count Possession Cannabis (misdemeanor), and 5 traffic related warrants. All of the warrants are from Broward County with various jurisdictions.

Joseph is being held without bond at the Palm Beach County Jail, awaiting extradition back to Broward County

NAME CORRECTION OF HOMICIDE SUSPECT

The Fort Lauderdale Police Dept. has learned the true identity of one of the suspects arrested in the Spurgeon Bowen homicide. Keenan Christopher Clarke is actually Andre Andrew Hall, 10-02-77. Hall's real identity was found when his fingerprints were checked after his arrest.

The real Keenan Christopher Clarke, a student at F.A.M.U., had his wallet, and drivers' license stolen in 1997.Hall has been using Clarke's name causing Clarke problems with his license, and credit. Now his name is involved in a homicide. Clarke has been in contact with Fort Lauderdale Police Detectives in an attempt to help clear his name.

SERGEANT PROMOTIONS

Fort Lauderdale Police Chief Michael Brasfield has promoted four officers to the rank of Sergeant. Officers Eric Gavic, Raul Diaz, John Bollinger, and Gregory Salters were promoted effective Sunday, May 16th.

Sergeant Gavic started with the Fort Lauderdale Police Dept. in August of 1986, and prior to being promoted served in the Patrol Division, Traffic Unit, Beach Special Problems Unit, and most recently as a member of the Community Policing Unit as a motor officer. Sgt. Gavic is also a member of the S.W.A.T. Team, and an instructor for the department.

Sergeant Diaz started with the Fort Lauderdale Police Dept. in November of 1989, and has served in the Patrol Division, Beach Special Problems Unit, Street Crimes Unit, Street Narcotics Unit, Special Investigations Division, and mostly recently as a member of the Tactical Patrol Unit. Sgt. Diaz is also a member of the S.W.A.T. Team, Bomb Squad, and an explosive detection canine handler with his dog Zoe.

Sergeant Bolinger started with the Fort Lauderdale Police Dept. in December of 1989, and prior to being promoted served in the Patrol Division, Special Problems Unit, Street Crimes Unit, Violent Crimes Unit, Criminal Investigations Division, and most recently as a Juvenile Auto Theft Detective. Sgt. Bollinger is also a Crisis Negotiator for the Department.

Sergeant Gregory Salters started with the Fort Lauderdale Police Dept. in January of 1993, and has served in the Patrol Division, Sistrunk Corridor Bicycle Patrol, Criminal Investigations Divison, and most recently as a Drug Abuse Resistance Education (D.A.R.E.) Officer. Sgt. Salters was responsible for teaching the seventeen week long D.A.R.E. Program to seven elementary schools.

HIT AND RUN TRAFFIC FATALITY

At approximately 1:55 AM, on Saturday May 29, 1999, a pedestrian was struck and killed by a hit and run driver in the 1700 block of East Sunrise Blvd. The pedestrian was crossing the street from south to north when he stepped into the westbound left lane and was struck by a car. The car did not stop but continued westbound.

The pedestrian, who was pronounced dead at the scene, has been identified, however, investigators are still trying to locate next of kin. The victims is described a white male, approximately 5' 3" with light brown hair.

The hit and run vehicle is described as a metallic brown or gold compact car, possibly an import. The vehicle may have damage to the left front side area of the grill, hood or windshield.

TRAFFIC FATALITY

Fort Lauderdale Police are investigating a six-car traffic crash that left one dead.

At approximately 2:38 PM, on Sunday May 30, 1999, police responded to a crash in the 1300 block of East Sunrise Blvd. A silver 1990 Ford Taurus, driven by 32 year old Eric McGhee, was eastbound in the right lane of East Sunrise Blvd. According to witnesses McGhee was driving erratically swerving from lane to lane. McGhee's vehicle struck a blue 1993 BMW driven by 27 year old Paul Combs. Combs' vehicle was forced into the westbound lanes where he was struck broadside by a westbound Toyota. A Chrysler, also westbound, swerved to miss the Toyota and BMW, lost control and struck a utility pole crashing it to the ground. After striking Combs' vehicle, McGhee continued eastbound, jumped the median and struck a westbound Mazda RX7. The Mazda in turn was forced off the roadway and struck a parked car.

Combs was transported to Broward General Medical Center where he was pronounced dead at 7:05 PM.

Charges against McGhee are pending the outcome of the investigation.

JUNE

HOMICIDE SUSPECT IDENTIFIED

The Fort Lauderdale Police Dept. has identified the third suspect in the homicide of Spurgeon Bowen. Bowen was killed on May 22, 1999 in front of his business," Bowen Auto Body", 717 NW 1 Street. Andre Andrew Hall and Oliver Jones have already been arrested in connection with the homicide.

Douglaus Oneil Hannam, 02-25-73, has been identified as the suspect who is missing his thumb which was bitten off by the victim during the incident. Detectives developed Hannam as the third suspect with information they had, and with the use of the found thumb were able to match prints to the suspects arrest record confirming his identity. An arrest warrant for Hannam's arrest has been obtained.

It is thought that Hannam has fled South Florida, however anyone with information about Hannam, or his location is asked to call Detective John Curcio, 761-5529, Detective Mike Dew, 761-5543, The Fort Lauderdale Police Dept., 761-5700, or Crime Stoppers at 493 T.I.P.S.

ATTEMPTED HOMICIDE

The Fort Lauderdale Police Dept. is investigating an attempted homicide that occurred at approximately 5:30 this morning at the intersection of NE 11Street, and Victoria Park Road. Benjamin Wayne Watta, 05-21-45, will be charged with Attempted Murder in the shooting of Marlo Arrigo 01-06-67.

Fort Lauderdale Police officers were responding to a report of a male dragging a female in the 1000 block of NE 17 Way, and the male was armed with a handgun. Upon the officers arrival witnesses stated that the male had dragged the female east toward Victoria Park Road and a vacant home at the intersection of NE 11 Street. Officers started to check the area of the home when they heard a gunshot from across the street. As the officers walked toward the shot they heard a second shot, and observed Watta standing about 5 feet from the victim, who was on the ground. Watta had a gun in one hand and a knife in the other. Officers instructed Watta to drop the weapons, which he did and Watta was taken into custody without incident.

Arrigo was transported to Broward General Medical Center where she is in good condition with gunshot wounds.

Watta was placed under arrest for the Attempted Homicide and for a Violation of Probation Warrant for Second Degree Murder out of California. It is unknown at this time about the circumstances, or location of the homicide in California.
