Benito Santiago involved in car crash

Just after 1:00 p.m. today, Benito Santiago, 32, was involved in a single car accident along the 800 block of Southeast 3rd Avenue in Fort Lauderdale.

Santiago was driving his yellow 1997 Ferrari south on 3rd Ave., with Francisco Arroyo, 43, as a passenger, when he lost control of his car. According to witnesses, he was traveling at a high rate of speed as he crossed SE 6 St. then hit a dip in the road. The car went into a spin then crashed into a tree on the east side of the road. Arroyo was ejected from the car at impact but escaped critical injury.

Both men were taken to Broward General Medical Center where they were listed in stable condition. Traffic charges have yet to be filed and there is no belief that Santiago was under the influence of drugs or alcohol.

GOOD SAMARITAN SHOT WHILE AIDING ROBBERY VICTIM

Shortly before 6:00 p.m., on Wednesday, March 5th, 36 year old Dan Callahan was shot while attempting to help 46 year old Jon Mowling who had been attacked by three robbery suspects in front of his shop at 741 NE 1 Ave.

Before the robbery, one subject, who claimed to be looking for an insurance company, approached Mowling. When Mowling couldn't help him he walked to the neighboring business but soon returned to 741 NE 1 Ave. On the second encounter the subject attacked Mowling. As he resisted the attack, two other subjects got out of a yellow toned 2 door Cutlas and joined in the attack.

When Callahan saw what was happening he intervened. During the confrontation one of the robbers drew a gun and fired a shot that struck Callahan along the back of his head as well as his left shoulder. After the shooting, the culprits escaped in the 80's model 2 door Cutlas. Callahan was taken to Broward General Medical Center for treatment.

SUSPECT IN MCDONALDS ROBBERIES CAPTURED

At 5:00 a.m. this morning, 22 year old Herderson Domingo was captured by police following a car pursuit which went from Commercial Blvd. in Fort Lauderdale to Glades Rd. in Boca Raton. Domingo is believed to be responsible for a string of robberies which have been committed against McDonald Restaurants throughout Broward County. At least 14 such robberies have been committed since January of this year.

Shortly after 4:00 a.m. this morning, Det. Sgt Paul Raymond spotted Domingo as he drove through the parking lot of the McDonalds Restaurant at 6300 N. Federal Hwy. in Ft. Lauderdale. Raymond was watching that particular store as other law enforcement personnel, who were working in cooperation under the Broward County Multi-Agency Task Force, were watching many other stores around the County.

Domingo was followed as he drove to another McDonalds Restaurant in Pompano before doubling back to Ft. Lauderdale. After becoming suspicious of Sgt. Raymond, he fled west on Commercial Blvd. to I-95. By that time many other police units were in the area to assist. He fled north on I-95 to Glades Rd. where he lost control of his car.

Domingo's arrest came within a day after investigators from around the County met under the Task Force, which is coordinated by FDLE's Robbery Clearinghouse.

Domingo's photograph will not be released at this time as many other agencies around the County secure their cases.

Endangered Missing Person

Investigators are looking for 68 year old Sophia Irene Morley who has been missing since Tuesday, March 31, 1998. She suffers from Alzheimer's disease and is under medication for high blood pressure and an enlarged heart.

Sophia was last seen on Tuesday at 5:00 p.m. hanging clothes in her backyard at 936 NW 11 Ct. She was wearing light green pants, a dark green striped shirt and sneakers. She is described as 5'4", 230 lbs., with salt and pepper hair.

SECOND FORT LAUDERDALE SERGEANT APPOINTED TO
CRIMINAL JUSTICE STANDARDS AND TRAINING COMMISSION

The Fort Lauderdale Police Department is proud to announce that Governor Lawton Chiles has appointed Sergeant Dorris Seibert to the Criminal Justice Standards and Training Commission. She is replacing Captain Richard Perez, who served on the Commission since August 1994, following his recent promotion.

The Commission was established in 1974, and its mission is to ensure that all citizens of Florida are served by criminal justice officers who are ethical, qualified and well trained. Members of the Commission set the minimum standards and qualification for employment, certification, and training of criminal justice officers. They also have the authority to impose penalties on, or revoke, an officer's certification.

Sergeant Seibert has been an officer with the Fort Lauderdale Police Department since 1978. Over the past twenty years she has received seventeen commendations from the Department and eighteen from the community. She was promoted to the rank of Sergeant in November of 1987 and is presently assigned to the Department's Mounted Patrol Unit.

It is with great pride that the Fort Lauderdale Police Department congratulate Sergeant Seibert on her appointment, with the confidence that she will represent the Department well during her term on the Commission.

ACCREDITATION TEAM INVITES PUBLIC COMMENTS
ABOUT THE FORT LAUDERDALE POLICE DEPARTMENT

A team of assessors from the Commission for Florida Law Enforcement Accreditation (CFA) will arrive Tuesday, April 21, 1998, to examine all aspects of the Fort Lauderdale Police Department's (FLPD) policies and procedures, management, operations, and support services. FLPD has to comply with approximately 260 standards in order to receive accredited status.

As part of the on-site assessment, members of the police department as well as the general public are invited to offer comments to the assessment team. The public may call 761-5119 on Wednesday, April 22nd , between the hours of 1:00 p.m. and 5:00 p.m. Telephone comments are limited to 10 minutes and must address the agency's ability to comply with CFA standards. A copy of the standards is available through the FLPD's Public Information Officer who can be reached at 761-5464.

The Accreditation Program Manager for FLPD is Capt. Rick Perez. The assessment team is composed of law enforcement practitioners from similar agencies. The assessors will review written material; interview individuals; and visit officers and other places where compliance can be witnessed. The CFA Assessment Team Leader is Major Keith Stewart, Manatee County Sheriff's Office. Other team members are Peg Gant, Martin County Sheriff's Office and Lt. Thomas Coulumbe, Venice Police Department.

Once the Commission's assessors complete their review of an agency, they report back to the full Commission, which will then decide if the agency is to receive accredited status. Fort Lauderdale's accreditation is for 3 years. Verification by the team that FLPD meets the Commission's standards is part of a voluntary process to gain or maintain accreditation.

Owner of Escort Service Arrested

A one month joint investigation by the Fort Lauderdale Police Special Investigation Division and the Coral Springs Police Department ended on Thursday, April 16th with the arrest of Lisa Miranda, the owner of Alyssa's Angels.

Investigators acted on complaints from upscale local hotels which had been bombarded with business cards from "ALYSSA'S ANGELS ESCORT SERVICE". The cards were being placed on vehicles of hotel guest. Several undercover operations were conducted which led to escorts being arrested and charged with prostitution as they were dispatched from Alyssa's Angels. According to investigators, the escorts would charge the clients $175.00 per hour and $75.00 of that hourly rate would go to Miranda.

Miranda ran the escort service from her home at 8437 Forest Hills Blvd., Apt. #103, Coral Springs, Fl. She was arrested and charged with Living off the Earnings of Prostitution. Her partner Sandor Kobler was arrested on Wednesday, April 15th for similar charges.

FIGHT OVER WOMAN LEADS TO HOMICIDE

On Friday, April 17th, Merne Honore, 24, was shot while fighting with Walvan William, 23, in the parking lot of 200 NW 9 St. They were apparently fighting over a woman. During the fight, William fired his gun twice. The first shot missed Honore, the second struck him in the head. Honore Died at Broward General Medical Center at 9:22 a.m. on Saturday, April 18th.

Today, police are searching for William who is now wanted for Murder. He was working for Yellow Cab and his cab was found at 3700 SW 44 Ave. in Hallandale after the shooting. SUSPICIOUS HOMICIDE

On Saturday, April 4th, 39 year old Noel R. Wiggin was shot while in the area of the 1300 block of NW 7 St. He died from his wounds at 10:00 p.m., on Sunday, April 19th. Since the shooting, Wiggin had not been able to give investigators information concerning the incident.

At about 11:00 p.m., on April 4th, police officers were in the 600 block of NW 9 Ave. when Wiggin, driving a 1985 white Ford Econoline van, stopped and said that he had been shot. At the time, he told officers that he was on NW 6 St. when a man came up to his van and shot him twice in the abdomen. He was taken to Broward General Medical Center but was unable to give further information before his death.

Police received an anonymous call on the night of the shooting that a man on a bicycle had shot the driver of a white van in the area of the 1300 block of NW 7 St.

TWO SEPARATE FATAL ACCIDENTS OVERNIGHT

There were two fatal traffic accidents last night in Fort Lauderdale, a pedestrian was killed at 10:20 p.m., W. Broward Blvd. at 12 Ave. and a motorist was killed at midnight along the 3000 block of S. Andrews Ave.

The pedestrian, Joyce Ann Jackson, 36, was crossing Broward Blvd. when she was hit by Arturo Jose Vasquez, 19, who was riding his 1996 Kawasaki motorcycle west on Broward. While she was down in the roadway she was hit again by a car, driven by Jose E. Salmeron, 39. She was pronounced dead on scene. No one has been charged, but the investigation continues.

At 12:00 a.m., Tracy Davidson, 43, was driving her 1985 Pontiac 6000 station wagon south on S. Andrews Ave. when she collided with a parked Trailer. She died on scene. Investigators do not know why she drifted from her lane but the investigation continues.

MAN FAILS AT BURGLARY THEN ROBBERY ATTEMPT

On Monday, March 30th, an unidentified man was caught on video after attempting to break into several cars in the parking lot of Sears, 901 N. Federal Hwy. and again as he attempted to rob Show World Video, 829 N. Federal Hwy, at gunpoint.

Sears security notified police after a man was seen in their south parking lot attempting to get into several cars. Before he was chased from the lot, security was able to get him on video. Soon after, the same culprit walked into Show World Video and threaten the cashier with a handgun as he told him to empty the register. The cashier refused to comply so the robber fled the store but not without being caught on film.

COMPOSITE OF ROBBERY SUSPECT RELEASED

Investigators have released a composite of a man suspected to be responsible for several armed robberies against dry cleaning businesses around Broward County.

The suspect is described as a white male in his early 30's; 5'6" to 5'8" at 150 to 160 lbs. He has short dark hair with a bushed back and has been seen either clean shaven or with one day of growth. It is also possible that he has a mole on the left side of his face. He has committed the robberies with an unknown caliber handgun and has been seen driving a gold 90's model Toyota, possibly a Camery.

ARREST IN VICTORIA PARK MURDER CASE

Today, investigators have arrested and charged the culprit in the May 17th murder of 43 year old Caron Brown. The culprit, who is known as Earl S. Harder, has been identified as Robert Kent Stapf, a federal fugitive who has been in hiding since 1991

On May 17th Caron Brown was found dead in her home at 620 NE 17 Tr. by her sister and brother-in-law. She had been stabbed multiple times about the body. Caron was last seen alive by her family at 11:30 p.m. May 16th following a night out.

Investigators received information from family and friends that Caron Brown had been seeing an older man by the name Earle S. Harder. Some gave information that their relationship had recently turned violent. Police began looking for Harder to question him about Brown and their relationship. An alert was put out for Harder who was known to drive a 1985 blue Pontiac Grand Am. That car was recovered in Pompano Beach on May 20th.

Harder was spotted walking on A1A by veteran detective Det. Jorge Benitez who is a Fugitive Unit member attached to the U.S. Marshal Service Task Force. Harder was taken to the Fort Lauderdale Police Station for questioning.

Harder was the name well used by the culprit, but investigators have confirmed that his actual name is Robert Kent Stapf who is wanted for Federal Parole Violation with an original charge of Conspiracy to Distribute Cocaine in Phenix, Az. After interview with investigators, he was charged with First Degree Murder.

BANK ROBBERY SUSPECT

The FBI has released a photograph of a suspect who is responsible for the April 25th robbery of Nations Bank, 4012 N. Ocean Blvd. in Fort Lauderdale.

The robbery occurred at 12:50 p.m. on Saturday, April 25th when an unidentified man entered the bank and passed a note to a teller stating his demands. He placed the money into a blue money pouch that he brought with him. After the robbery, he fled the scene on foot. No vehicle was seen. This suspect is believed to be responsible for two other bank robberies that have occurred around Broward within the last month.

SEXUAL BATTERY ARREST

The Ft. Lauderdale Police Dept. has announced the arrest of a registered sex offender in connection with a sexual battery that occurred on May 27, 1998.

Donald Lee Stum was arrested on Friday by Detectives Collins , and Friedman of the Ft. Lauderdale Police Dept.. Stum ia accused of committing the armed sexual battery after giving the victim a ride to an appointment and then home to her apartment. Once inside the victims apartment Stum made several advances toward her which she refused. Stum became angry and violent dragging the female into the kitchen where he grabbed a steak knife, and held the knife to her chest threatening to kill her. Stum then dragged the female into the bedroom where he sexually battered her. Stum fled in his van. An Oakland Park Police officer recognized the description of the van, and knowing Stum is a registered sex offender contacted Ft. Lauderdale Police. Further investigation led to the arrest of Stum without incident.

DARE GRADUATIONS

The Ft. Lauderdale Police Dept. Youth Services Sgt. William Lauginiger is pleased to announce the graduation of 1500, 5th grade D.A.R.E. students. The students were from 16 elementary schools in Ft. Lauderdale who were taught the D.A.R.E. course by four Ft. Lauderdale Officers. Detectives Ed Robinson, and Officers Greg Salters, Jan Jordan, and Dave Nicosia worked with the students during the school year teaching them the effects of drug use, how to avoid using drugs ,and to just "SAY NO! ". This 17 week course also taught the students how to resist gangs, and violence in their schools , and community. This highly successful national program is taught with the co-operation of the Broward County School Board, and local private schools. Congratulations to all of these students, and much success through out Middle School.

U.S.A. BOXING APPOINTMENT

HIT AND RUN UPDATE

The Fort Lauderdale Police Department is seeking the public's help in trying to find the vehicle involved in the hit and run of 9 year old Garrick Skinner. The incident occurred on May 30, 1998 at approximately 3 p.m., in the 1500 block of Northwest Fourth Avenue. Garrick died on June 6th at Broward General Medical Center of massive head injuries.

Debris at the scene, and witness statements have helped investigators identify the vehicle as a white, four door Mitsubishi Montero. At the time of the incident, the vehicle was being driven by a heavy-set black male. The Fort Lauderdale Police Department has received numerous calls, and tips from the public, however neither the vehicle, or the driver have been located.

CITIZENS POLICE ACADEMY

The Fort Lauderdale Police Department is offering a 12 week Citizens Police Academy, September 3 through November 26, 1998. The class is held Thursday nights from 6:30 p.m. to 9:30 p.m., at The Fort Lauderdale Police Department, 1300 W. Broward Blvd.

This program helps members of the community develop an awareness of the mission, resources, practices, and services of The Fort Lauderdale Police Department. Topics addressed in the Academy will include: Community Policing, Officer Selection/ Recruiting, Drug Enforcement, Special Investigations, Range/ Firearms, Detention Tour, Communications, and Special Operations. In addition to the scheduled classes, an eight hour "ride along" with Patrol Officers will be made available to those wishing to do so

All applicants must be at least eighteen years of age. Selection preferences will be shown to City of Fort Lauderdale residents, and those who work, or own a business within the city.

INVESTIGATION INTO CRIMINAL TOWING PRACTICES

On Thursday, July 2, 1998, Stephen and Charles Pitzel, co-owners of the towing company formally known as Daly's Towing, plead no contest to charges of Organized Scheme to Defraud, Commercial Bribery and Forgery in the Broward County Circuit Court.

In a plea agreement reached with the prosecutors, the Pitzel brothers each received ten (10) years probation. They will pay full restitution to the owners of the illegally towed vehicles at the amount of $5,224.70; $10,000.00 to Broward County Consumer Affairs; $15,000.00 to the Florida Attorney Generals Office; and $36,000.00 to the Fort Lauderdale Police Department for investigative expenses.

This investigation began in 1996, and continued for eight months. It involved the Fort Lauderdale Police Department Special Investigations Division, the Broward County Consumer Affairs Division and Florida Attorney Generals Office. Utilizing undercover detectives, video and audio surveillance and with the help of property owners and statements from victims, investigators were able to document illegal towing practices on the part of Daly's Towing in numerous parking lots around Fort Lauderdale.

During the operation, Stephen Pitzel paid undercover detectives a kickback for each vehicle towed from designated parking lots. Investigators had set up those lots for self-service parking. The cars used were unmarked police cars. He was giving kickbacks to valet personnel to encourage them to call his tow service. He explained to the valets, who were undercover officers, that this was the industry standard.

Charles Pitzel ran the day to day office duties and on one occasion filed an altered towing contract with Broward County Consumer Affairs in an attempt to conceal illegal towing activity at a parking lot on East Commercial Blvd.

Still awaiting sentencing is Michael Rispoli the owner of Prestige Valet and several of his employees including Sean Tone, Eric Demuth and Francis Greco who all signed illegal towing authorization forms, authorized vehicles to be towed from parking lot which were not ran by Prestige Towing Company.

Also targeted in the investigation was ATM Towing, which is owned by Arlene Halpin. She used the same methods as Daly's but in Fort Lauderdale's Historic District, 200 to 400 block of SW 2 St. Arlene Halpin had previously plead no contest to charges of Organized Scheme to Defraud and received a sentence of two years probation, $7,000.00 in victim restitution and $1,200.00 in investigative expenses to the Fort Lauderdale Police Department.

PRESS RELEASE

It is with deep sadness that the Fort Lauderdale Police Department announces the death of one of its retired officers. Detective Sgt. Michael "Don" Wallace died Monday, July 13, 1998.

Sgt. Wallace started with the Fort Lauderdale Police Department on April 10, 1967, after serving in the Army, Air Force, and Air Force Reserves. Don, being new to the area, was assigned to go undercover immediately to work in narcotics. After becoming known to the drug dealers, he was assigned to road patrol, and then to organized crime intelligence. In 1980 Don was promoted to the rank of Sergeant, and returned to road patrol. Sgt. Wallace also served as the sergeant of the burglary squad, and was instrumental in forming what is now known as the Multi Agency Gang Task Force. During his 24 years with the Police Department, Don received 43 public, and 15 departmental commendations. Sgt. Wallace retired in January 1991.

Sgt. Wallace was an extremely well liked, respected member of the Police Dept., and the community. Don was active in the Western Little League as a coach, manager, and served on the Board of Directors.

Sgt. Wallace is survived by his wife of 37 years, Lindsay, and two sons Michael, and Dennis.

A memorial will be held at the Fort Lauderdale Police Officers Association, 4500 S.W. 13 Street on Friday, July 17, 1998 at 6:00 p.m.. In lieu of flowers, the family is requesting that donations be made to: Sylvester Cancer Center, VITAS Hospice, and F.O.P. Lodge 31.

EXPLOITATION OF AN ELDERLY PERSON - ARREST

The Fort Lauderdale Police Department arrested 36 year old Patrick Hennig today charging him with exploiting an 87 year old female.

The 87 year old had been living in a run down home in Fort Lauderdale, and several attempts to get her in a nursing home failed. After passing out, and being treated at a local hospital, arrangements were made for the female to be moved to a nursing home in Margate. The Fort Lauderdale home was condemned by the city in May of this year. Hennig had an ex- roommate, which had rented a room from the victim in the past. Hennig learned of the situation, and decided to use an old key the ex-roommate had to enter the home. He (Hennig) contacted a local antique dealer, and convinced the dealer that he was the grandson, and that his grandmother had died. Hennig sold several pieces of furniture to the dealer for $250.00. The dealer has already sold the furniture for$500.00, and cannot be recovered. It is also learned that jewelry, and other items were taken by the arrested. Some of these items were sold, others given away.

The theft was found out after Margaret Barry, a friend of the victim, had gone to the home and noticed the property missing. Barry called the police. Detective Joe Roubicek investigated the case and found several witnesses who identified Hennig as the culprit in this crime. Hennig was arrested today and charged with the following: Exploitation of the elderly, dealing in stolen property, Burglary, and Grand Theft.

ELDERLY EXPLOITATION

The Fort Lauderdale Police Department arrested Brian Bedwell, 44, of Ft. Lauderdale, and charged him with Financial Exploitation of the Elderly, and Grand Theft.

Detective Joe Roubicek received an anonymous call of the exploitation on Monday, July 20, 1998. After making contact with the victim at her home, and receiving a statement, Detective Roubicek realized that the 87 year old female had apparent memory loss. The victim could not remember the year, and was unaware how she had met Bedwell. She was also unaware of the number of checks that she had written to Bedwell, and for how much money. She thought of Bedwell as a friend, and that she had loaned him "some money". Bedwell had actually installed a new floor for the victim in April, but she was unaware how he got the job, or when the job was done. (Detective Roubicek had found the invoice for the work done)

Detective Roubicek staked out "Florida Checkcashers", where several checks had been cashed in the past. At 3:45 p.m. Bedwell entered the store to cash another check for $6,200.00. Bedwell was confronted by Detective Roubicek. He claimed to be the victim's boyfriend, and that all the money that was taken were loans that he planned to re-pay. Bedwell was taken into custody, and taken to the Fort Lauderdale Police Department for further questioning.

At the time of his arrest Bedwell had four checks from the victim for $6,200.00 each, and $5,000.00 cash in his possession. An additional $8,000.00 of the victim's checks had been cashed at this location, and 12 checks for over $18,000.00 at other locations. The exact amount of the loss by the victim is unknown at this time. Detective Roubicek is continuing the investigation

TO PARTICIPATE IN NATIONAL NIGHT OUT ON AUGUST 4

Eighteen neighborhoods in the City of Fort Lauderdale are scheduled to participate in the 15th annual National Night Out crime prevention event on August 4, 1998. National Night Out is a community event sponsored by Citizen's Crime Alert of Fort Lauderdale, the City of Fort Lauderdale's Community Policing Initiative and the National Association of Town Watch. The event is designed to promote heightened crime and drug prevention and awareness, to generate support for local anticrime efforts, to strengthen neighborhood-police partnerships and to send a message to criminals letting them know that neighborhoods are organized and fighting back.

During the event, residents are encouraged to lock their doors, turn on their lights and join their neighbors and police as they host block parties, parades, flashlight walks and anticrime and drug rallies.

The Croissant Park Civic Association, Edgewood Civic Association, Poinciana Park Civic Association and River Oaks Civic Association will lead parades from their respective neighborhoods to Bryant Peney Park, located at SW 4th Avenue and SW 22nd Street.

Bryant Peney Park is dedicated to the memory of Fort Lauderdale Police Officer Bryant Peney who was slain in the line of duty in January 1996. Members of the City of Fort Lauderdale's Community Policing Initiative, K-9 units, mounted police, motorcycle patrol and D.A.R.E. officers will join the residents.

CITY OF FORT LAUDERDALE POLICE DEPARTMENT SEEKS VOLUNTEERS

The City of Fort Lauderdale is seeking volunteers interested in assisting members of the Police Department. Selected volunteers will engage in general office duties throughout the Department. Current volunteers have been placed in various divisions such as Evidence, Burglary, Training, Auto Theft and Homicide.

Volunteers must be at least 18 years old have a valid Florida driver's license and must pass a background check. Graduation from the City of Fort Lauderdale's Citizen's Police Academy is recommended, but not required.

The Police Department is also looking for full-time students, ages 16 to 21 who are interested in pursuing a future in law enforcement to serve in the Law Enforcement of Tomorrow (LET) program. LET volunteers, known as Explorers, ride on patrols with Police Offers, conduct traffic control after training and are able to use the police band radio.

SHOOTING VICTIM DIES

The Fort Lauderdale Police Department has identified the victim of a shooting that occurred on Saturday, August 1, 1998 at approximately 11:30 a.m. Michael Morris, 08/05/65, died at Broward General Medical Center at 4:00p.m.

Morris was shot Saturday by Guy Raymond Mannarelli as they sat in a car at the intersection of N.E.26 Terrace and N.E. 30 Place in the City of Fort Lauderdale. After shooting Morris, Mannarelli walked to a local buisness and told the clerk that he had just shot someone. The clerk called 911. Officers who were in the area on an unrelated call observed Mannarelli walking west on Oakland Park Blvd. and stopped him without incident. Mannarelli was taken to the Fort Lauderdale Police Department for questioning and charged with Attempted Murder. Since Morris has died that charge will be upgraded to Murder.



COP JAM

For the second year the Fort Lauderdale Police department has been conducting it's COP JAM program for at risk teens. The summer long program was developed in an effort to reduce the number of juvenile related crimes that occur while school is out.

This year over 280 youths have participated in the program. The youths range in age from 6-21, and interact with Fort Lauderdale Officers in sports such as basketball, baseball, and football. The events take place at Stanahan High School, and Sunrise Middle School, Monday - Friday from 9:00 A.M. to 3:00 P.M. The kids at Stanahan can also "keep cool" by using the pool from 1:00 P.M. to 3:00 P.M.

BICYCLE REGISTRATION

The Fort Lauderdale Police Department has begun its bicycle registration program in an effort to reduce the number of bicycles stolen, and to assist officers in returning found, and recovered bicycles to their owners. Over the last six years the cost of stolen bicycles in the City of Fort Lauderdale alone has reached $2,252,512.00, and averaged 1441 bicycles per year.

In June of this year, the Fort Lauderdale City Commission passed City Ordinance #26-183 requiring mandatory bicycle registration for all residents of the city, and an optional registration for non-residents who ride their bicycles in the city. The $1.00 registration fee provides the bicycle owner with a decal that they attach to the bicycle, then the serial number, and owner's information is entered into a database. This information will be available to the officer on the street through Teletype, and records. There will be no enforcement of the ordinance until January 1999.

Over the next five months the Fort Lauderdale Police Department will be going out into the community at several different locations, to register bicycles, and to answer any questions about the program. The first registration was held at Imperial Point Park, and 69 bicycles were registered. The Fort Lauderdale Police Department's Community Policing Initiative (C.P.I.) is having it's next registration at Skinny's Yogurt, 1756 N. Federal Highway on August 29th from 4 p.m.-9 p.m.. Along with bicycle registration there will be fingerprinting for the kids, face painting, and free yogurt to any of the kids participating.

OFFENSE: Homicide

At approximately 7:53 A.M., Friday, August 21, 1998, the Fort Lauderdale Police Department responded to the Flamingo Resort located at 2727 Terra Mar Street after receiving a call of a fire at that location. Upon arrival, officers discovered the body of a 51-year-old white male victim inside.

Apparently, the manager saw smoke coming from the apartment and broke a window in an effort to gain entry. The manager discovered the victim, Tim Deraat, owner of the resort, lying on the floor. He immediately called 911.

Based on their preliminary investigation, Detectives Alan Stone and Mike Walley are classifying the death as a homicide. No motive is known at this time. Detectives are waiting for the results of the Medical Examiner's investigation to establish the cause of death.

It is not known at this time if the fire was accidental or was set to cover the crime.

There are no suspects at this time. Anyone with information about the crime is asked to call Det. Walley at 954-761-5541. Crime stoppers is also offering a $1000.00 reward for information leading to the arrest and conviction of the killer.

According to a hospital spokesperson Lopez is listed in critical condition after undergoing surgery.

At approximately 10:55 AM, August 26, 1998, Officers Mike Daniels and Gary Gorman were dispatched to a location on NW 8 St. at the request of the fire department. Officers learned that Dapine Walters was apparently upset at her ex-boyfriend allegedly because he would not give her money for her children. Walters threw a soda bottle containing gasoline and a lit napkin and struck the victim in the head in an apparent effort to set him on fire. The bottle did not break and the victim received only a lump on the head. The gasoline spilled onto the ground starting a small fire. Walters was arrested for domestic violence.

Opens Community Policing Demonstration Center

Fort Lauderdale - On September 8 from 10:00 a.m. to 12:00 p.m., the City of Fort Lauderdale Police Department will host an open house to introduce the local media to the new Community Policing Demonstration Center, 1113 East Sunrise Boulevard. A second open house for the general public is scheduled for September 10 from 5:00 p.m. to 7:00 p.m.

The Community Policing Demonstration Center is funded by a $500,000 Community Oriented Police Services Grant, awarded to the City of Fort Lauderdale in 1998. The Center will house a full-time staff of police officers and civilian employees dedicated to serving the needs of the community and will serve as a training and seminar facility for law enforcement and the community. Topics of future seminars include crime prevention, drug awareness, landlord/tenant relationships and a multitude of other topics.

The Community Policing Demonstration Center will serve as the Police Department's focal point in implementing community policing strategies and philosophies and in building community partnerships. The Center will also provide assistance to other law enforcement agencies and enhance the Fort Lauderdale Police Department's public education and community outreach efforts.

CHANGE TO BLUE UNIFORMS

The Fort Lauderdale Police Department will have a new look on October 1,1998, as the long standing brown, and tan uniforms are retired. The entire department, including civilians, will be in blue uniforms starting with the midnight shift on Thursday morning. The uniform will also include a new, redesigned shoulder patch.

The change is in response to a survey conducted of the department that showed a majority of officers wanted the switch to blue. The change is also cost effective. The blue uniforms cost less than the brown, and after the initial cost of the change, will actually save the department money.

We had hoped to preview the new uniforms to the media, and the public, but due to Hurricane Georges that was not possible. However, we would like to invite any interested media to view the new uniforms as the midnight officers hit the streets in blue, and the evening shift officers end their shift in brown. The shift change is 10:30 p.m.- 11:00 p.m. Wednesday, September 30, 1998. If you are interested in attending please call me at 761-5464.

FREE CHILD ID PROGRAM

The Fort Lauderdale Police Department's Community Policing Initiative (C.P.I.) will be conducting free child fingerprinting, and photo identification this Saturday October 3, 1998. This child I.D. service will be at the Fort Lauderdale Museum of Art, One East Las Olas Blvd from 1:00 p.m.- 3:00 p.m. as part of the Hortt Dabble Days. Fort Lauderdale Police Officers will be on hand to fingerprint, photograph, and help educate children about staying safe.



CRIME STATISTIC REDUCTION

The Fort Lauderdale Police Department is proud to report a reduction is its Part 1 Crime statistics for the first part of 1998. The reduction is 6.45 % over January to June of 1997. The Florida Department of Law Enforcement (F.D.L.E.) will be releasing their statistics today showing Fort Lauderdale's drop at 13%. These calculations however do not reflect a reclassification of crime reporting based upon an internal review finalized in December of 1997. The overall crime statistics for all of 1998 verses 1997 will however be correct. The corrected statistics for the first six months of 1997 verses 1998 are shown below.

Even with the recalculations, the Fort Lauderdale Police Department is still only second to the city of Tampa, and well above the statewide average of 3.6 %.



ARREST MADE IN 1996 HOMICIDE CASE

The Fort Lauderdale Police Department has charged Jose Antonio Rivera, 12-22-60 in the 1996 homicide of John "Tony" Waples. Waples was murdered during a robbery that occurred August 8, 1996.

Rivera, who was originally a suspect in the homicide, was in custody in Ohio on unrelated charges, and being extradited back to Broward County on Burglary charges. While being transported Rivera told another prisoner of the homicide, and the prisoner told authorities of Rivera's statements. Brevard County detectives contacted Fort Lauderdale Police Homicide Detectives Jack King, and John Curcio.

When Rivera arrived in Fort Lauderdale at the Broward County Jail, King, and Curcio interviewed Rivera. Rivera confessed to being part of the homicide with another suspect. The identity of the second suspect is not being released at this time, as he is not in custody.

Rivera is being charged with one count of Open Homicide.

ACCIDENT VICTIM IDENTIFIED

The Fort Lauderdale Police Department is looking for the public's help in finding the next of kin of an accident victim. Michael Lorenzo, 23, was struck Friday night October 9 at 11:40 p.m. as he crossed the street in the 200 block of West Broward Blvd.

Michael is in critical condition at Broward General Medical center, and not expected to survive.

Michael is 6'1", 150 lbs., black hair, brown eyes, and has a large tattoo on the left side of his chest.

HOMICIDE

Location: 505 NW 7 Ave
Victim: Noel Dahl, B/M, DOB 10-01-61

At 7:23PM, Sunday, October 18, 1998, the Fort Lauderdale Police Department received a complaint of loud music in the area of NW 5 Street and NW 7 Ave. There was apparently a party in the area. Officers requested that the music be turned down and the people complied. At 8:51PM another loud music complaint was received at the same location and officers responded again and requested that they turn the music down and again this request was complied with. There were no other complaints and the people at the party did not complain of any disturbances other than the loud music.

At 10:00PM the Department received a call of a shooting at the same location. Officers responded and discovered two victims. Barrington Roberts, B/M, DOB 7-10-60, was shot in the leg. Noel Dahl, B/M, DOB 10-01-61 was shot in the chest. Both were transported to Broward General Medical Center. Dahl later died from his injuries.

At this time detectives have no suspects or motive for the shooting. It is also unknown if the shooting is related to the earlier call of loud music in the area.

MEMORIAL DEDICATION

On Saturday, October 24, 1998 beginning at 11:00AM the City of Fort Lauderdale and the Fort Lauderdale Police Department in conjunction with the Fort Lauderdale Fraternal Order of Police Lodge No. 31 will be dedicating the permanent Fort Lauderdale Police Memorial.

The event will take place at the Esplanade Park at SW 2 Street and SW 5 Avenue, Fort Lauderdale. (In case of rain, dedication will be held at the Broward Theater for the Performing Arts, Amaturo Theater.)

Special guest speaker will be Florida Attorney General Robert Butterworth.

HOMICIDE
HOME INVASION ROBBERY

Location: 1309 NE 2 Avenue

At 7:08AM, Wednesday, October 21, 1998, Fort Lauderdale Police responded to a report of a shooting and home invasion robbery at 1309 NE 2 Avenue. Upon arrival they discovered one victim shot in the leg and another victim dead as a result of apparent gun shot wounds.

According to witnesses there were 7 or 8 people in the residence when 4 to 5 black males armed with guns and wearing ski masks confronted one of the victims at the back door. This victim was assaulted. The gunmen then entered the residence at which time the first victim fled and hid several houses away. Once inside the culprits forced the remaining victims to lie on the floor. They then robbed the residents. One male victim was shot in the leg. Another victim was fatally shot. The victim suffering the wound to the leg was transported to Broward General Medical Center.

Detectives are currently interviewing the victims and looking for any other witnesses or evidence that may help solve the crime.

HAUNTED HOUSE DISPLAY

The Fort Lauderdale Police Department's Community Policing Initiative (C.P.I.) is presenting a free Haunted House at the C.P.I. Demonstration Center, 1113 East Sunrise Blvd.. The Haunted House was built by C.P.I. Police Officers with supplies donated by Turn Around Fort Lauderdale, and the C.P.I. Officers themselves.

All children stopping by will be treated to free candy, surprises, and a tour of the Haunted House. Officers are hoping to give children a safe, and happy Halloween.

The Haunted House will be open Friday, October 30th from 6:00 p.m.- 11:00 p.m., and Saturday, October 31st from 3:00 p.m. - 11:00 p.m.

OPERATION RIGHT T.R.A.C.
(Tools for Reducing Auto Crimes)

The Broward County Chiefs of Police Association is proud to announce the largest auto theft prevention program, and steering wheel locking device giveaway in the country on Saturday, November 21, 1998. This program is in conjunction with a grant obtained from The Florida Motor Vehicle Theft Prevention Authority, and co-sponsored by Winner International, and Lojack Corporation. Over 3000 steering wheel locking devices will be given away at six locations in Broward County (listed below) to the owners of the following top ten stolen vehicles who live or work in Broward County.

PROSTITUTION ENFORCEMENT TEAM

The City of Fort Lauderdale Police Department in an effort to continue it's reduction in the crime rate, and improve the quality of life in our community has introduced The Prostitution Enforcement Team (P.E.T.). This Team will consist of Fort Lauderdale Police Officers, counselors from local substance abuse centers, and the Broward County Health Department. There will be several different forms of enforcement, counseling, and treatment available in this program.

The P.E.T. Team will notify business managers, and property owners in the targeted areas by mail of the Teams intentions, and ask them to work with the police, and their community to support this campaign. Businesses, and properties that cater to prostitution, and related activities will be identified, and follow-up letters sent. Failure of these businesses to act to correct the problem will result in further action such as the Fort Lauderdale Nuisance Abatement Board. The P.E.T. Team will identify, and track known prostitutes. With this information Fort Lauderdale Police Officers will be able to confirm identities of persons stopped, or arrested. Vehicles that have been observed stopping, and engaging in conversation with known prostitutes will have their owners notified by mail of this activity. Drivers who have been convicted for prostitution related crimes may have their drivers licenses suspended. Finally, those persons arrested for prostitution related crimes will be sent a letter advising them of the health risks involved, and the chance they take of becoming a victim of crime during their illegal activities.

It is our hope that with these efforts, and the communities support that we can severely impact street level prostitution, and its' related crimes.



Sexual Battery

At approximately 6:30 AM, November 21, 1998, Fort Lauderdale Police received a call of a sexual battery from a security guard at the Westin Hotel in the 600 block of NE 62 Street. The white female victim told police she had been walking home from a party in the area of Northridge Hospital in Oakland Park when she accepted a ride from two male subjects. She was driven to the area of 400 Corporate Drive north of the Westin Hotel and was sexually battered. After the attack the victim found the security guard who called police.

The victim was taken to the sexual assault treatment center where she was examined and treated.

Detectives will only say that the incident is under investigation and are not releasing any information about the victim or perpetrators.

TRAFFIC CHECKPOINT

The Fort Lauderdale Police Department will be conducting a traffic checkpoint on Wednesday, November 25, 1998, from 7:00 a.m.- 12:00 p.m.

The checkpoint will be held at N.E.13 Street, and N. Victoria Park Road. Here officers will be checking for drivers licenses, proper motor vehicle paperwork, and seatbelts. This checkpoint is being conducted as part of a national crackdown on seatbelt, and child safety seat usage.

Operation ABC Mobilization (America Buckles Up Children) will be conducted nationwide by as many as 5000 Law Enforcement Officers, in all 50 states. Last Memorial Day a similar operation was conducted nationwide and there was a 35 % drop in fatalities over that holiday weekend.

It is our hope that with the holidays quickly approaching that everyone will start to "buckle-up", and have a safe, healthy holidays.



TRAFFIC CHECKPOINT RESULTS

The Fort Lauderdale Police Department, in cooperation with the National Operation ABC Seatbelt Program, conducted a Traffic Checkpoint on Wednesday, November 25,1998. The checkpoint was located at N.E. 13 St., and Victoria Park Road. Approximately 800 vehicles passed thru the checkpoint from 6:00 a.m.- 12:00 p.m.. 192 citations were written, 120 of them for seatbelt violations.

Other violations included: Drivers License, Equipment, Tag, Registration, and No Proof of Insurance. In addition to the citations, 5 arrest were made, and 2 vehicles were towed.

BIKE REGISTRATION GIVEAWAY

The Fort Lauderdale Police Department will be doing bike registration this Saturday, December 12, 1998 at Carter Park, 1448 West Sunrise Blvd. Everyone who registers a bike at this location will be eligible to win a brand new bike to begiven away by the Fort Lauderdale Police Department. Over 1700 bikes have already been registered throughout the city at numerous locations.

Registration will be from 9:00 a.m. - 1:00 p.m., cost is $1.00. The owner of the bikemust bring proof of ownership, the bicycle to be registered, and a photo ID. If proof of ownership is not available, an affidavit of ownership may be signed at the time of registration. ( must be 18 years of age, or older)



VICTIMS IDENTIFIED IN FUMIGATION DEATH

The Fort Lauderdale Police Department is releasing the identities of the of the victims in the investigation of the deaths at 1040 N.E. 17 Way. Marvin Bryan, 6-19-56, and Michael McGovern, 5-2-55 were both found dead in apartment #8 at approximately 3:25 p.m. on Thursday, December 10, 1998. The apartment building had been "tented" for fumigation on December 9, and the tent removed on December 10, 1998, at 10:00 a.m. It is unknown at this time when the two had entered the apartment, why they were in the apartment, or how long they had been dead. There appeared to be no forced entry into the apartment, and no visible signs of trauma to the bodies.

The Broward Count Medical Examiner preformed an autopsy on the victims, however the results are pending toxicology reports.

Ft. Lauderdale Police Department Join in the Holiday Spirit with the Boys and Girls Club

Ft. Lauderdale, FL - The Ft. Lauderdale Police Department in partnership with the Boys and Girls Club will participate in a bike give-a-way program for disadvantaged children. This give-a-way program will take place Monday, December 21, 1998 from 4:00 p.m. - 7:00 p.m. at the Nanknox Boys and Girls Club located at 832 NW 2 Street, Ft. Lauderdale.

In addition to the bicycles, Fort Lauderdale officers will be giving each child with guardian a free bicycle helmet. These helmets have been provided to the police department by Mothers Against Drunk Drivers (MADD). Children will also have the opportunity to register their bicycles just in time to meet the new city ordinance effective January 1, 1999.

Children from the community are welcome to stop by the Boys and Girls Club on Monday and pick out a bike. This program is designed to benefit those children whose families cannot afford to purchase a bike.

SUSPECTS IDENTIFIED IN HOMICIDE

The Fort Lauderdale Police Department has identified two suspects in the shooting death of Marvin Bobby Mack Jr.,10-23-75. Mack was in the 2400 block of N.W. 8 St. when he was confronted by the suspects. The suspects had wrongly identified Mack as being involved in a disturbance early in the week, and blamed Mack for the earlier incident. Mack attempted to flee from the suspects, but as he did the suspects fired several shots at Mack. Mack was wounded, and confronted again outside of 2315 N.W. 8 Ct.. As Mack lay on the ground, the suspects fired several shots into Mack. Mack was transported to Broward General Medical Center where he was pronounced dead on arrival. According to witnesses Mack was an "innocent by-stander".

The suspects have been identified as:
1) Justin Carver, black male, 5-17-78
2) Randy Gardner, black male, 17-18 years old
