943.13. Officers Minimum Qualifications for Employment or Appointment.    TOP

On or after October 1, 1984, any person employed or appointed as a full-time, part-time or auxiliary law enforcement officer or correctional officer, on or after October 1, 1986, any person employed as correctional probation officer, and on or after October 1, 1986, any person employed as a correctional officer by a private entity under contract to the Department of Corrections or to a county commission shall:

  1. Be at least 19 years of age.
  2. Be a citizen of the United States, notwithstanding any law of the state to the contrary.
  3. Be a high school graduate or its “equivalent” as the term may be determined by the commission.
  4. Not have been convicted of any felony or of a misdemeanor involving perjury or a false statement, or have received a dishonorable discharge from any of the Armed Forces of the United States. Any person who, after July 1, 1981, pleads guilty or nolo contendere to or is found guilty of any felony or of a misdemeanor involving perjury or a false statement is not eligible for employment or appointment as an officer, notwithstanding suspension of sentence or withholding of adjudication.
  5. Have his processed fingerprints on file with the employing agency or, if a private correctional officer, have his fingerprints on file with the Department of Corrections or the Criminal Justice Standards and Training Commission. If administrative delays are caused by the department or the Federal Bureau of Investigation and the person has complied with subsections (1)-(4) and (6)-(9), he may be employed or appointed or until return of the processed fingerprints documenting noncompliance with subsections (1)-(4) or subsection (7), whichever occurs first.
  6. Have passed a physical examination by a licensed physician, based on specifications established by the commission.
  7. Have a good moral character as determined by a background investigation under procedures established by the commission.
  8. Execute and submit to the employing agency or, if a private correctional officer, submit to the appropriate governmental entity an affidavit-of-applicant form, adopted by the commission, attesting to his compliance with subsections (1)-(7). The affidavit shall be executed under oath and constitutes an official statement within the purview of s.837.07. The affidavit constitutes a misdemeanor of the second degree.
  9. Complete a course of basic recruit training established by the commission in accordance with s.943.17(1) (a) or be exempt under s.943.131(2) or subsection (10) of this section.
  10. Be authorized to satisfy the requirements of subsection (9) by taking and passing an examination established pursuant to s.943.17(1)(e) upon the recommendation of the employing agency, or, in the case of a private correctional officer, upon recommendation of the appropriate governmental entity, and when he is in compliance with subsections (1)-(8). The commission shall have the examination ready no later than July 1, 1993.

Expunged Criminal Records

Applicant for employment with criminal justice agency who has had his criminal history records expunged may not lawfully deny or fail to acknowledge events covered by records and is disqualified for employment as law enforcement officer if conviction was for a felony or misdemeanor involving perjury or false statement, however, when circuit court has made finding of unusual circumstances and ordered expunction of all criminal records, applicant is relieved of obligation to acknowledge events covered by records and is not disqualified to be a law enforcement officer. GENERAL INFORMATION:    TOP

The Criminal Justice Testing Center is NOT a hiring agency, it is a testing center for persons wanting to enter Law Enforcement or Corrections positions in Broward County. The Criminal Justice Testing Center administers the CRIMINAL JUSTICE BASIC ABILITIES TEST (C.J. B.A.T.), BASIC MOTOR SKILLS TEST (AGILITY), and SWIM TEST to candidates for employment in cooperation with Broward County Chiefs of Police Association. Successful completion of required tests may make you eligible for consideration of further evaluation by participating agencies.

REGISTRATION

Appointments are not necessary for registration. Applicants must personally appear in the lobby at the Institute of Public Safety, Building 22, from 8:15 AM to 3:00 PM on Wednesday, Thursday and Friday only. At the time of registration applicants must present a completed “Registration Form” (located on Page 15 of this booklet), a valid photo I.D., and pay appropriate fees to receive a registration receipt with an identification number to become eligible for test appointments. This number will be your reference for all testing and must be presented for entry to any of the test sites.

OUT OF AREA APPLICANTS

Applicants who live outside of the tri-county area may call the Institute of Public Safety at 954-201-6790 and have their space held for testing. Applicants from out of the area will be allowed to take all three pre-employment tests on a Monday and pay for the tests that day. When calling the registration area it is important that the applicant advise the registrar that they live out of the area.

FEES

Fees must be paid at the time of registration by cash or money order (personal checks not accepted). Fees are non-refundable.

LAW ENFORCEMENT TESTING FEE:
Fees for law enforcement applicants are $55.00 and include testing for C.J.B.A.T., Basic Motor Skills (Agility) and Swim Test.
CORRECTIONAL TESTING FEE:
Fees for correctional applicants are $55.00 and include testing for C.J.B.A.T., and Basic Motor Skills (Agility) Test.
TEST INFORMATION    TOP

All testing materials will be provided by the Testing Center. Personal calculators, pens and pencils are not permitted. Do not enter with any papers, books, containers or bags. Pagers and cell phones must be kept on silent or vibrate mode. Only qualified applicants will be authorized to enter testing areas. Remain seated and quiet during the entire test. If you should need to leave the area for any personal reason please raise your hand and a proctor will authorize your request. Please refrain from wearing any fragrances in consideration of those who suffer from allergies. The Swim Test, Basic Motor Skills Test (Agility) and Agility Practice will not be conducted during inclement weather.

You must sign-in forty five (45) minutes prior to testing time or you will NOT be permitted to take the C.J.B.A.T. or BASIC MOTOR SKILLS TEST (Agility) . If you are late you will be required to make another appointment.
