The Criminal Investigation Division's objective is to reduce the rate of property crime. It's main objective is to investigate crimes including auto theft, homicide, burglary, violent crimes, special victims, economic crimes. Within the division there is also the fingerprint section, forensics, volunteer, and youth services. In order to make a significant and meaningful impact several units have been reorganized, some responsibilities have been changed, several new programs and initiatives have been introduced, and additional resources have been dedicated to support this focus.
| General Duty |
The General Duty detective renders all possible assistance to those officers in the Operations Bureau who may have circumstances which include, but may not be limited to, any felony custodial interrogations, victim or witness interviews and statements, and such situations as initial command and control of major crime scenes, i.e., homicides. A secondary, but no less important function, is to aid other detectives within CID with follow-up investigations, when contact with potential witnesses, victims or culprits is precluded due to their inaccessibility during daytime hours.
| Violent Crime Unit |
The Violent Crimes Unit is charged with the investigation of all robbery offenses (i.e. armed, strongarm, carjacking, home invasion, and bank robbery) as well as all aggravated assault/battery offenses which are not domestic in nature. The Unit works closely with the FBI and other local, state, and federal agencies to ensure that perpetrators of these type offenses receive the maximum penalties under the law. Recent legislative changes consisting of enhanced penalties for habitual, violent, and/or repeat offenders has been of great service to the overall effectiveness of the Unit in assuring the safety of the community from predation by violent criminals.
| Youth Services Unit |
The Youth Services Unit is a positive step to explore burglary prevention through the correlation between truancy and burglary. The unit has an assigned Officer to oversee the Truancy Prevention efforts and stimulate the interest of patrol officers and citizens alike to provide referrals. Combined with the recent re-opening of the Juvenile Assessment Center, (formally Juvenile Intervention Facility) this truancy prevention initiative will positively impact the reduction of property crime and more specifically, day time residential burglaries in the City. The Youth Services Unit is also where the School Resource officers (SRO’s) are housed. Presently there are seven School Resource Officers, Three at the High School Level and Four at the Middle School Level. The Youth Services Unit also continues to teach DARE at the Elementary Schools on a part-time limited basis.

| Homicide Unit |
The Homicide Unit investigates and reviews some of the most serious incidents that effect the lives, health and welfare of the public. All suspicious and accidental deaths are investigated by the Homicide Unit, along with all suicides, homicides and any police officer involved shooting. The unit also investigates missing persons where foul play is suspected and battery on law enforcement officers.Detectives routinely assist other jurisdictions in death investigations when requested. The Homicide Unit also investigates cold case or unsolved homicides, some dating back to as far as l955. Detectives are tasked with reviewing all cold case homicides and submitting items of evidence for analysis using todays scientific technology. Detectives have achieved success on cold cases and have made arrests on several unsolved homicides including one that occurred in l975 using DNA profiling.
| Special Victims Unit |
The Special Victims Unit, formerly known as the Child Abuse/Sex Crimes Unit, has increased its responsibility to include Missing Persons and the Victim Advocate. In addition, the six detectives assigned to the Unit are charged with investigating cases of child abuse and neglect, elder abuse and neglect, sexual battery, sex offenses, domestic violence, parental kidnapping, stalking, workplace violence and threats. Threat abatement is still considered a viable method of reducing the rising number of domestic related homicides. The Unit also monitors the city's sexual predators and sexual offenders.
| Auto Theft Unit |
The Auto Theft Unit continues to promote using other anti-theft devices to secure not only vehicles but trailers also. The unit does not want owners to rely on just locking their cars or thinking that the alarm system that comes with your vehicle or is installed by an after market company will stop the average thief.There are additional devices that shut off the flow of gas or a computer chip that is on the key ring that if not within a few feet of the vehicle, it simply will not start. The unit has been giving out steering wheel locks (“The Club”) to the top ten vehicles stolen in the city. Trailer locks have been given out help combat the theft of trailers. Trailers, whether enclosed or flatbed, have become more popular to steal since the area was hit more frequently by hurricanes. The unit is also working on reinstating the Combat Auto theft Program which employs the popular “CAT” sticker to alert officers to possible stolen vehicles late at night.
“Lo-Jack” has become one of the most popular after market devices to find a vehicle after it’s been stolen. “Lo-Jack” is not only used on vehicles, it can be found on heavy equipment such as front end loaders, bulldozers, bobcats, etc. The police department currently has 26 police cars equipped with “Lo-Jack” units to assist us in finding a victims property.
| Forensic Unit |
The Forensic Unit functions as a support of the Criminal Investigations Division. Its main function is the processing of major crime scenes such as homicides, suicides, accidental and suspicious deaths, assaults, sexual batteries, robberies, child abuse and other felony type crimes. The main purpose of the unit's investigations is the collection, interpretation, preservation and court presentation of physical evidence from crime scenes.
| Fingerprint Unit |
The Latent Fingerprint and Classification Unit is multi-purpose unit providing a varietyof services including the technical handling of fingerprints, serving as consultant and liaison to agency personnel, and serving as expert witness to both state and defense attorneys. The unit also provides fingerprint identification services for other municipalities, state, and federal agencies, and assists in the recovery and positive identification of victims of manmade and natural disasters. The unit also provides fingerprinting services to the community for immigration, Health and Rehabilitative Services clearances, issuance of gun permits, and other state and local license requirements.
